Does the public deserve to be caught in the middle of this kind of confrontation of ideologies? Jones two-lan- RECALL IN THE "OPTIONAL PLAN" UP FOR VOTE THIS FALL The "Optional Plan For Grand County Government" is up for consideration on the ballot this fall and contains a provision for recall of county officeholders. Historically, the recall process was an electoral modification, begun as an attempt to reduce the power of political parties. Communities who favored it wished to have a representative in office who represented them, rather than a political party, or her own interests, or even the dictates of her own conscience. Nonpartisan elections, discussed in last month's column, have also historically political parties have on local governments. Many represented a way to loosen the throat-hol- d communities in Canada and the United States began instituting nonpartisan elections, as a reform movement, in the early part of the 20th century. Or is it the people? I know as surely as I know anything, that if we here in Grand County want recall, thatf' we shall have it, safely and "legally." Actually, it might be quite pleasant to be disowned by the state.' When we make money they tax us. When we spend money, they tax us. They tax us mercilessly on our purchases, on our property, on our ability to initiate commerce by oilr own wits and so create profits. Every dollar passing in and out of our pockets is taxed at least 15 different ways right now, with more on the way. Then the state spends most of their take for administration, returning small portions to us with big strings attached, if we beg loud enough for it. THE BOOKCLIFFS ROAD Also on the ballot this fall is the issue of whether Grand County voters wish to reauthorize the Hospital Special Service District A "YES vote will allow the District to levy a tax on our property for another ten years. I want voters to consider a "NO" vote. We have a wonderful diversity of opinion, of background, of culture here in Grand County. In many areas, however, our creativity is being stifled. One such area is health care and the hospital. A Texas task force recently produced a recommendation for a health care program for its citizens. Under the program, medical care would be provided to everyone who r ; needed it. There would be incentives to pay for services if a person could. after recommendation task force was the received such a vicious, released, the Shortly negative attack from the insurance companies, that it withdrew its initial recommendation and version. Or will the insurance lobby win another battle on the floor of the Texas legislature? At least the issue is being seriously considered, is being dealt with out in the one-pay- ' . open. I was fascinated by the recent advertisement placed in print by the Grand County Roads Special Service District. You know the one, where we'll keep our kids in Grand County if the Bookdiffs Road is built. I was fascinated by the skillful use of persuasion in this advertisement I was appalled to see at the bottom of the ad that it was paid for by the Roads Special Service District. Is anyone else disturbed to see our mineral lease monies being used in this manner? Setting aside the controversy about whether the road is a good decision or not should this income from state mineral leases be used to persuade us and convince us that the project is a good one? One professional and effective way to advertise a product is to find a benefit it could conceivably offer, one which probably wasn't apparent to anyone in the target audience. The benefit should be something you know the target audience wants, even without having to think j Here in Utah, it is obvious that the insurance lobby in our fair state is still firmly in control of our state legislature. Health care is right up there With the economy as the most important issue on the minds of Americans. They're not asking, they're not wanting to change, or be creative. They're not asking the only experts on health care in this county: the residents who want it and who reedve what we offer right now. families.
