THE ZEPHYR MAY 1990 that portion of the Bill was an error that slipped through committee; It should be corrected with a number of other errors In a future session, the official replies! "For now, however, It Is the law?" I ask. "Well, the first paragraph of that page took effect on the February 27th date, but the second and fourth paragraphs will kick in on the July 1st date, I am advised, "that Is If It's not changed before then. The new law In effect, turns a restaurant with a liquor license Into a bar. A bar appears to be changed Into a something else, not quite a bar. However, you cant order a drink In a restaurant at anything that looks like a bar (serving counter). As before, you have to order food. R by Neon lights are now dirty words. This should look something like "DAB.C. Kids can go Into a restaurant that serves hard liquor, but are R. taboo near a bar that serves B In the past at a restaurant you had to go to the liquor cabinet and order a mini bottle. A mini bottle has over one and a half ounces of the alcoholic beverage Inside. You would then pack the mini back to your table and order a set up (a glass of Ice water) from your waitress. Utahs first version of new and Improved was to allow your walterwaltress to deliver the mini bottle to your table. (Better than nothing.) The problem with the mini bottle was the fact that If you drank two Utah mixed drinks, you really had more than three mixed drinks anywhere else In the United States. Now our legislature has come to the rescue. The new law requires the restaurant to have metering devlceamachlnes that will only allow a one ounce shot to be administered Into a glass, all at a great cost to the restaurant owner. I thought to myself, the rest of the world has an Incredibly simple metering device called a "shotglass. I was admonished, "A shotglass cant count how many shots have been served by the bottle, by a commission representative. I wonder If anybody In the legislature thought about measuring how many shots are In a fifth, then have the restaurants report how many bottles were sold multiplied by that number. If the serverbartender was going to pour two shots Into a single glass, heshe could ust as easily push the button on a five thousand dollar metering device twice. Of course, this all takes effect on July 1st, unless It Is changed. I have barely scratched the surface of the "new and Improved liquor law of our pretty, great state. My advice, "stumble through as before and someday we may get It "Oh, the west side by Alan West So you want a drink! What I maan Is an alcoholic beverage. Welcome to Utah. have new and Improved liquor laws. By that I mean, "Let's Get The Olympics." Utahs new booze regulations are a three-pha- se change. By that I mean that part of the laws took effect on February 27th, 1990, a second set will kick Into gear on July 1st of this year and finally, the last part will be phased in on January 1st, 1991. That Is, of course, unless the laws are changed or "new and Improved In the next legislative session, prior to the January 1st 1991 date. Many questions have come my way concerning the new legislation. The answers have been difficult to find because nobody has seen a copy of the law. A Readers Digest version has been sent to strategic people. The synopsis answers some of the questions. At the end of the document you are referred to the Uquor Control Commission's phone We now number for any lingering questions. The phone rings and a state employee channels your call to the appropriate official.
