Show THE ZEPHYR MAY 1990 who had come up to support the action. We were shaking fingers in each others noses and In general trying to Inflame each others tempers. Finally, perhaps out of exhaustion, we hunkered down In the shade of a tree and talked Just talked. As time passed, the horns we'd perceived on each others' heads receded. We talked about the chaining again. "Look," I said, "none of us Is as bad as we thought the other was an hour ago. Weve got to have some common ground somewhere, but this Isnt It Youll never get me to think this Is a good thing." One of them looked at me and said, "I dont like It either. What? I was stunned, "Then why are you up here supporting It?" "Because were not going to agree with you environmentalists on anything" "We need to talk, I said. Once again, Id underestimated what a big part fear and emotion played on both sides In this environmental battleground. Neither side knows each other. Battle lines are not drawn In the dust based on the Issue, but upon the perceptions we draw of each other of the Enemy. Again, I thought, wouldnt It be nice If everybody had to tell the truth for 5 minutes? The group broke up. We all thought wed learned a few things and maybe taught a few things. We all thought we'd scored a few points. Who knows? Whether wed found the first foothold of common ground or not, It was too late for the trees on Amasas Back. As I drove down the hill, the diesels roared, the Junipers and plnyons twisted and groaned and fell... one, after another, after another.... In terms of costbeneflt, Is the grazing permittee the sole beneficiary? A series of one day cultural performances along the shored of the Colorado River near Canyonlands National Park 1990 SEASON FEATURES "GRAND Total employee time spent In coordination project development and follow up to completion is not generally considered In a benefltcost determination. It Is estimated that 150 hours total time would be spent by BLM personnel. Most of the contract supervision for the chaining will be conducted by UDWR, whose funding comes from license fees. and OPERA IN THE CANYONS " HARPSICHORD & CLASSICAL GUITAR CHAMBER MUSIC HANDEL'S WATER Er FIREWORKS MUSIC TAG-A-LO- Q. What will be the wildlife benefit realized from the project? A. This project will remove the closed canopy plnyon-Junlp- er trees which will allow forage plants desirable to deer and elk to be established. The proposed chaining and seeding will provide additional forage on this winter range for big game once plants have become established. Providing additional forage will lessen the foraging pressure deer are placing the existing sagebrush and other browse species. This will help to sustain and allow for an Increase of the current deer and elk population. Without the project, the capabilities to the area to support additional deer and elk will remain the same. Q. A. F. What Is the probable success of the project considering the current drought conditions? Would It be better to wait until conditions were more normal In terms of precipitation? drought continues, the seeding success Is doubtful. It needs to be remembered that the seed will not be broadcast and covered until next fall, when conditions will have hopefully Improved. We could wait even longer to seed If necessary. Seeds would remain dormant without moisture. There Is always the chance that future moisture will not be sufficient to sustain seedlings, whether In a drought or not, but most seedlngs In our District have been successful. What was the private contribution to the project, what are their goals, and how did their contribution affect our priority for the project? A. The grazing permittee Is willing to contribute $10 an acre. He would like to see an Increase In total forage for his livestock generation. UDWR Is contributing the seed (approximate value $3,500) and Is supervising the chaining contract At this time deer use Is so heavy on adjoining acres that antieriess permits will probably be Issued this fall. UDWR and BLM would like to see big game numbers more In balance with available forage, and hope to see Increased numbers of deer and elk. the BLM consider the visual impacts the project area will have contrast with the adjacent Forest Service Land? Did In A. There will not be a visual contrast following this project because the adjacent USFS land was previously chained and seeded. Q. Was the Intrinsic value of the trees considered? A. fuelwoodcutting area with The area has been Identified as a green-wovery little success, representing low value as a fuel source. The appearance of the trees In terms of aesthetics Is subjective and was considered In the design. The value In terms of available cover In the mosaic (shading, etc.) was also considered and provided for design pattern prescribed. Q. Who Initiated the proposed action? When? A.
