The Salt Lake City Planning and Zoning Commission has proposed changes in its regulations which will effect downzoning of property in the Central City area of Salt Lake. The basic proposals require more parking for apartment structures and more open space. The present parking requirement of 1.5 stalls per unit would be increased to two stalls per unit. In addition, developers would have to provide at least 400 square feet of open space for each apartment in the complex. The front lawn would not qualify for this open space. Commissioner Greener chaired a task force comprised of planners, local residents and developers who devised the proposals now being considered by the City Commission. The effort on the part of Mr. Greeners committee was to try to bring some harmony between two old foes: the developer and the neighbor. The problem developers face is that land prices have escalated to the point where they must maximize development on their property. The reason they must do this is that rents have not kept pace with the increasing value of land and construction costs. Neighbors are always concerned about a sudden influx of new families and more parking and so tend to oppose every apartment house project. For years the Planning and Zoning Commission has been left without a way of solving the problems arising between developers and neighbors. The Greener committee wrestled with this issue in the hopes of resolving the problems with parking and open space in the Central City area. on-stre- et think the proposals from the City Planning and Zoning Commission are on the right track, but still arent very helpful in meeting the needs of both parties.
