Show ; 1 The Enterprise Review , September 29 , 7976 Page lib Track Removal Could be Delayed Until Next Spring i t ? i 1 Railroad tracks along Second West will continue to derail traffic until early spring, 1977, according to Cecil Pearson of the Denver & Rio Grande Railroad. At a hearing held by the Utah Public Serv ice Commission last week, the railroad was ordered to begin the process of removing the tracks as soon as possible by Commission Chairwoman Milly 0. Bernard. But, since it takes about 60 working days to uproot the tracks, and the railroad must construct a spur connecting it with the Union Pacific Railroad before demolition begins, Pearson and the city engineering department both estimate 'work will not begin until next spring. Funds for improving the street will come from tax increment money, generated by appreciating land values in the downtown area, and from federal money allocated for improving deteriorating neighborhoods. Plans call for the street to be totally upgraded, with new paving, sidewalks and landscaping. But government red tape and objections from businesses served by the railroad delayed the project. Seminars Address Retail Loss Prevention The Utah Retail Merchants Association is conducting a series of seminars throughout the state to familiarize retail employees with loss prevention. The seminars are federally funded through the Utah Council on Criminal Justice and will be conducted by James Cannon of the Utah State Board of Vocational Education. The seminars deal with all aspects of retail losses incurred through shoplifing, bookkeeping errors, cash register mistakes, credit card offenses and stolen credit cards. Fourteen seminars will be offered throughout the state. Seminars, scheduled Evans Advertising by Agency, will be held at Cottonwood Mall, Valley Fair Mall and Fashion Place Mall in Salt Lake City. Out-of-tow- n seminars will be in Ogden, Brigham City, Richfield, Provo, Price, Cedar City, St. George, Roosevelt, and Moab. held Seminars will be scheduled in three sessions, each session usually conducted twice a day for three consecutive days. Bud Phelps has been named to the Board of Directors of Rocky Mountain State Bank. Rocky Mtn. State Bank Names Phelps to Board John E. Bud Phelps, has been named to the board of directors of Rocky Mountain State Bank of Salt Lake City, according to C. Alan Murdock, president. Phelps will serve as field representative in the intermountain area for Ducks J Unlimited effective October 1, 1976, and has been director of Utah State Division of Wildlife Resources, since 1966. Prior to that time, he had been assistant director of the State agency since 1958. Phelps has been involved in wildlife leadership and administrative positions both in and out of Utah. Within the division, he has served as the assistant direc- tor in charge of personnel, assistant federal air coordinator in charge of administering the division's lands, and assistant director under Harold S. Crane. He has served in numerous positions with national and regional conservation organizations, and is currently serving as the 1975-7- 6 president of the International Association of Fish and Wildlife agencies. This marked a new recovery high for the Dow. Since this occurred on heavy volume, and other broad market averages also hit new highs, it is likely that higher highs will be seen in the future.
