The Idaho Department of Highways thought you might, hence the following Once the decision has been made to build a new road and a project number is assign- run-dow- V'.y Unique Pact Joins Schools The University of Idaho's Board of Regents authorized the university's president Friday to sign an agreement with Washington State University. one of several steps required to implement a curriculum shared in veterinary medicine. The agreement will be signed with the understanding that the proposal must be approved by the Idaho Legislatures Legislative Council and ratified by the governor; that any substantive changes resulting from further negotiations with WSU, the Legislative Council or the governor will be resubmitted to the regents; and that there must be approval of the proposed budget for operating funds to support the shared curriculum. U The shared curriculum SAYS TREMONTON MAN Evolution Not At Odds A former Tremonton, n Utah, man and adventurer claims that the theory of evolution and Christianity need no longer be at odds with each other. DeVere Baker, famed for his five rafts named the Lehi, in which he attemted various ocean crossings, is in Utah preparing a film for theaters in which he hopes to show the world that life could exist on other worlds. Baker, who left Tremonton at a young age and currently lives in California, claims that a meteorite which shattered over Australia contained the clues to his secret. The meteorite, which Baker terms a space messenger, was found by NASA scientists to contain 17 amino acids. Six of the acids are among the score or so which make up the building block of proteins and are present in all earth organisms while the others are unlike any found well-know- on earth. The discovery lead NASA scientists to claim that the meteorite is the first conclusive proof of chemical evolution from another world. Baker obtained a piece of the meteorite from a small girl in Murchison, Australia. He has since turned a portion of the meteorite over to Brigham Young University where it is on display. In short. Baker theorizes that God is a man who somewhere on another planet conquered death through years of scientific advancement over what could have been trillions of years. The meteorite, Baker said, should convince the world that God is a man rather than some type of force. It proves that life will always evolve if the basic elements are present," he said. Those basic elements contained in this meteorite, prove that they are probably universal. Baker bases his concept on a discourse given by Mormon founder, Joseph Smith in April 1844 shortly before being killed by a mob. The Mormon prophet in the discourse asserted that God was once like man and . . .dwelt on an earth, the same as Jesus Christ. Him- self." The prophet purportedly held that the mind or the intelligence which man possesses is coequal with (iod himself," and that God made the laws which would allow man to advance like Himself. Theology, too. will bring us to a basic concept of reality, that God was as a man, as the Old Testament claims, who has progressed to the position lie now holds. Baker was in Tremonton last week to leave reading material on the subject at the James Brown home in hopes that Vice President Gerald Ford, who was making a visit there, would read it. Baker, a fighter for world peace, contends also that the new findings could provide a unique means of reaching Communists. Through the meteorite, he believes that the young Communist can now be taught that God could exist. The Communists assert that evolution proves there is no God, I say that evolution proves that there is a God." If this earth has produced a man, other earths could do the same thing. If the disease we call death can be conquered on this earth, as in millions of years it surely can, we will evolve into an immortal or graduate man. Baker said. Baker also promotes his own rather novel peace plan. Even though God does exist, man must use his own abilities to prevent a nuclear holocaust which would destroy the world, he says. Bakers plan is a series of orbiting space platforms from which laser beams could shoot down any nuclear missiles. No Single nation could afford the system, but working together, the world could provide an international defense system. Baker, a Mormon, gained his first fame for a series of The Cave (Continued from page 1) Local tradition honors the late Roy Welker, educator and church leader, then a resident of Bear Lake County as the person to first apply the name Minnetonka" to the cave. Minnetonka is an Indian word meaning falling waters" and is suggested by the considerable dripping of water from the ceiling of the cave. A fee of 50 cents per person is charged for admission. Children under six years of age are admitted free. This is a users' fee collected under the Land and Water Conservation Fund Act of 1964. Guided tours will be conducted from Sunday. June 16. 1974 until Ialior Day, Monday, September 2. 1974. The cave will normally be closed each Tuesday and Wednesday. Tours will be conducted Thursday through inclusive each Monday week. The cave can Ik reached via a new paved highway from St. Charles, Idaho on U.S. 89. New restrooms and other improvements will he found at the end of a scenic drive. The cave entrance is at 7700 feet elevation. The new highway eliminates the necessity or a long hike up to the cave. Tour time required is one half hour. Tours are scheduled each hour on the hour from It) a.in. to 5 p.m. To complete a tour through the develoH'd cavern alsiut 450 stcs are encountered each eay. The elevation change within the rave is near 150 feet. A jacket is as the temperature is a constant lorly degrees. recommended five raft trips all named after Lehi, a Book of Mormon character. Three of the five trips failed, for the crews to evacuate, but two succeeded. The explorer is currently readying Lehi VI in Redondo Beach, Calif. Once completed, the $250,000 raft will be taken to the Red Sea and then hopefully floated across the Indian Ocean, up past Japan and then to the west coast of South America. If successful, Baker hopes to prove that inhabitants of America "could" have mi- grated by water. High Budget Deficit Seen According to Cipsco News, a publication of Central Il- linois Public Service Company. The federal government budget deficit for the five-yeperiod ending June 30, 1974, is expected to exceed $130 billion. Interest on the national debt has doubled in the past eight years and taxpayers now face an annual debt interest cost of $26 billion. Putting it another way, of every corporate and personal income tax dollar paid into, the Treasury, 17 cents goes to pay interest on the national ar debt." was proposed to increase the supply of veterinarians, increase opportunities for veterinary medicine education for both state's residents and give a regional, rather than single state, base of support or a college of veterinary medicine. Under the proposal. WSU will provide physical facilities on the campus for the first three years of the program, the UI will provide offices and research facilities at Moscow for UI faculty members participating in the shared program and the UI will build, staff, equip and operate a facility in southern Idaho to be used for teaching food animal medicine and conducting research on problems of food animals. When the program is in full ' operation. Idaho will have 60 students entering at the rate of 15 per year, beginning with eight students in the 1974-7- 5 academic year. The university urged the regents to approve the proposed agreement, noting Idaho students now are waiting to be notified whether they may begin the course of instruction this fall. The Idaho Legislature, in the 1974 session, appropriated $519,000 for construction of facilities to teach veterinary medicine and $135,000 for operating funds for the next fiscal year. The agreement also notes that the terms are subject to appropriation of necessary funds by the Idaho legislature and adds that if adequate funds are not provided new student numbers may be proportionately reduced or the agreement will be terminated. If either party terminates the agreement, students then will be in the program allowed to complete the course of study. ed, the next step is to establish a priority and set up an estimated date of letting. After the date of letting has been determined, assuming federal funds will be requested, the proposed project is submitted to the Federal Highway Administration for preliminary review approval. WHEN TIIK Federal Highway Administration does grant this approval, then route surveys are conducted, geometric layouts developed and studies made to insure compliance with environmental criteria. AH this is next presented at a public hearing. With the resulting from the public hearing, y design proceeds and acquisition is initiated. At the contract letting stage the Idaho Department of Highways obtains the guarantee from the Federal Highway Administration for federal funds. This is known by the technical term, Obligation of Funds." The obligation by the Federal Highway Administration is 78 per cent on primary highway projects and 92 per cent on the Interstate System in Idaho. The total time elapsed to this point is usually between five and seven years. With the guarantee of federal obligation the Highway Department now conducts a contract letting of the project and awards the contract to the lowest qualified bidder. This means that the bid goes to the lowest bidder with the competence and equipment to perform the work to the satisfaction of (he Highway Department. right-of-wa- WHEN awarded, THE contract is state funds are encumbered for the full amount of the contract.
