On Sunday these families joined other relatives and friends at a sacrament meeting in Salt Lake City where the son of Mr. and Mrs. Ferris Hillyard was honored prior to entering the mission home. He will serve in the Mexico mission. By Winifred Ziegler Mr. and Mrs. Elliott Thomley attended a family reunion held in Logan canyon last weekend. Mr. and Mrs. George Led-ingha- m spent Saturday and Sunday in Salt Lake City where they were guests of Kenneth Lent. Recent visitors at the Bernard Hind home have been his brother, Platt, and family of San Mateo, Calif. During their visit 35 family members including another brother and his family, Mr. and Mrs. Spencer Hind of Salt Lake City, Mr. and Mrs. Ariel Hoth and Mr. and Mrs. Ruel Plowman enjoyed a reunion at the Hind home. - Second Ward By Janis King Bishop Dean Bishoff, Marian, Ellen and Jon returned Sunday evening from a short vacation to Sun Valley, where they enjoyed ice skating, bicycling and golf. Included in this total are allocations totaling $680,394 for the 1972 , calendar year plus $408,648 for the first half of 1973. These facts were brought out the private by research organiziation in a comprehensive analysis of Federal revenue sharing and grants-in- -. aid programs. The Foundation report shows that the Cache County government has received allocations totaling $456,618. Federal revenue sharing distributions to the city of Lewiston have amounted to $25,587 for the period. Total Federal revenue sharing allocations to all local units in Cache County for the 1972 calendar year were equal to $16.07 per capita. If these funds were raised from a local tax, an increase of 12.04 mills ($12.04 per $1,000 assessed valuation) would have been required in the overall levy within the county. In the case of the Cache County government only, the 1972 Federal revenue sharing allocation was equal to $6.71 per 18-mo- MUDFLAPS THE guard over the tracks since 1903. It would have required an increase of 7.54 mills in the Lewiston municipal levy to raise an equivalent . amount of revenue. The Federal revenue sharing program was enacted last year by Congress, which appropriated more than $30 billion in Federal funds to state and local units across the nation over a five-yeof period. One-thir- d the funds allocated to each state is distributed to the state government with the remaining going to local units. Foundation analysts observe that there is apparently concern among state and local officials across the nation that the revenue sharing program may not be continued. They point out that many state and local units have allocated their revenue sharing funds for capital outlay and other nonrecurring expenditure items. The Foundation points out that the general Federal revenue sharing program passed by Congress last year was only part of a comprehensive administration proposal to overhaul the entire Federal grant structure. In addition to general revenue sharing, the administration plan- would have Congress consolidate many of the -- ar two-thir- ds - narrow-purpos- e categorical Federal grant programs into a limited number of broad purpose special revenue shar ing programs. Thus far, however, Congress had balked at adopting any of the special revenue sharing proposals. During recent years, increased criticism has been leveled at the growing complexity of the Federal grant systems. The Foundation notes that the latest tabulation lists 1,051 separate Federal grant programs in operation across the nation. Ten years ago, there were approximately 300 Federal grant programs. Cost of Federal aid to state and local governments in the United States has risen from to an billion in 1954-5- 5 estimated $45 billion in the 1972-7- 3 fiscal year. $3.1 More than $220 million in Federal grants were distributed to state and local units In Utah during the 1971-7- 2 fiscal year. Utah received 0.61 percent of all Federal grant distributions made to all state and local units in the nation last year. On the other hand, the Foundation estimates that residents of Utah-paabout 0.41 percent of all Federal taxes. y Although it may aopear that Utah realizes a profit from the present Federal grant system, the report stresses that these comparisons do not include the costs of Federal and state overhead and supervision. Moreover, the present system also fails to consider whether or not the grants are expended for the best possible use within the state. Among the reasons for the apparent Federal grant distributions to Utah are that some of the larger-than-avera- ge allocation formulas recognize the large land area and the high proportion of Federally-owne- d land, the relatively low financial resources, and the large number of children to be educated in the state.
