Show i THE CITIZEN 16 THE SMITH IMMIGRATION PLAN SMITH is sometimes felicitous even when he is saying the wrong thing. In his speech of acceptance he touched upon the immigration question and in such a way, from his point of view, as to bring him votes. He did not know, apparently, that the immigration issue is a two-edgsword, and that it might cut deeper into the Democratic vote than the censors of Democratic campaign literature are able to realize. His bid was, it would stem, for the votes of an element in lower New York which has been accustomed to support Tammany candidates or go without political provender. It overlooked, however, a much larger voting constituency, which is just beginning to realize that in discussing national questions the governor of New York does not always show to best advantage. Governor Smith would amend the immigration law, in its quota feature, so as to base the quota restrictions upon a more recent census than that of 1890. This sounded well, as a campaign declaration of progressive purpose, but it omitted to note GOVERNOR - ed that the practical effect of the governors proposed amendment would be to cut down materially the Irish and German immigration, which the United States always has regarded as highly desirable. Walter W. Husbands, assistant Secretary of Labor, but before that Commisioner of Immigration, and long before that secretary of the Immigration Commission headed by the late Senator William P. Dillingham of Vermont Mr. Husband has figured out what would happen if the governors novel suggestion were to be followed, if the quotas were calculated on the census of 1920 instead of that of 1890. The figures are extremely simple. With the change which the Democratic Candidate favors, the number of Germans admitted to this country each year would be cut from 51,000 to 33,000. The number of Irish arrivals would be reduced from. 28,500 to 16,500 annually. It is not a matter of great concern to persons already in the United States, whether how rigidly native or foreign-borimmigration is restricted, except in the item of separation of families, which should be corrected. It may interest our German and Irish friends, however, to learn that the Democratic candidate, with the purpose of corralling the votes of another class of citizens, would cut down immigration from Ireland and Germany by n, nearly one-hal- f. HUGE PROFITS REAPED IN FRAUDLENT CURES Patent medicine sharks are reaping profits aggregating millions as a result of the modem craze for sylphlike figures, according to Dr. Frederic Lyman Kebler, chief of the Division of Drugs, of the Department of Agriculture. Cooperating with the Federal Post Office in its efforts to prevent use of the mails to defraud, Dr. Kebler has directed the investigation and analysis of more than forty obesity cures, not one of which, he so-call- ed states, could be recommended as being both effective and non-i- n jurious. The remedies tested range from bath salts, chewing gum, pills and patent teas, to reducing creams and soaps. All of these examined, in the class involving internal use, have been found to contain a few cents worth of cheap laxatives aqd simple household products, which could not conceivably aid a person, intent upon losing weight. Many of the pills contain thyroid extract, which should never be administered except by a physician, Dr. Kebler states. One sample of bath salts turned out to be common photographic hypo. The creams usually have been found to be soap. Heavy fines are levied against manufacturers, convicted of fraud, and dozens of the remedies have been put off the market, but new ones keep cropping up to take their places. Dr. Kebler says profits on such products range from one to four hundred per cent, and it is not unusual for the annual income of the promoter to reach six figures, sometimes hitting the half million mark. THREATENED DEMOCRATS READY FOR TARIFF STOCKINGS LOG ROLLING Every now and then the rumor is revived that women are going to dispense with stockings after the fashion so much in vogue on the other side of the Atlantic. The hosiery trade, however, remains unperturbed. It is believed that women have too much regard for their appearance to indulge in freaks of this kind except at the seaside, and that even the fact that the human skin does not ladder and can be washed and dried with remarkable ease, will not prove sufficient reason for relinquishing the present mode. It is no light matter to give up wearing stockings that match the frock. Of course, the cynics may say that women have cut off their pretty tresses and half their skirts and most of their sleeves, and that there is no knowing where they will stop. In view of the past history of the Democratic party and the recent statements of Governor Smith, will a confiding public have faith and confidence in a house divided against it, self? The sneeze was emitted by Harry Rapf in the studios in Hollywood during the synchronization of a talking picture. The microphone registered the sneeze causing the retaking of 1,000 feet of film at an estimated cost of $5,000. Metro-Goldwyn-Ma- PASSENGER AIR service has been extended from Berlin in all directions. Regular airplane service to Moscow is to be maintained through the coming winter for the first time.
