The state should take over seining in Utah lake in order that bass, trout and catfish may lie properly protected. The state should prescribe all fishing and hunting seasons. Under our present law a hunting party or fishing party can be pulled off at any time of the year. The state should not be allowed to sell any fish or game. Our beaver have nearly disappeared from Utah. Why this sudden activity among, these valuable fur bearing animals! Larger and bigger fines should be provided. The baiting of trout streams should be prohibited and the violator find not less than $100, with twenty-fiv- e per cent of the fine going to the informer causing the arrest. We would rather see a person use a seine in a stream than baiting a hole to catch fish, yet some who call themselves sportsmen do it. There should be a ten days tourist license at a charge of $1 ; this would add probably $25,000 to the fish and game fund. Tourists who may stop off at some streams would not catch many fish, because there are few fish along the main highways except the highway along the Logan river and but few tourists would catch fish in that stream. It takes an expert fly caster to get results there. Let us not sandbag tourists when we get them here, but make them feel at home. Xearlv all will pay a dollar to fisli, but they will not pay more. It is a good investment. Let us invite capital through sane taxation laws. People go to a state to make money, not to spend all their money in taxation. Big business does not incorporate under our laws because thev demand too much of them, the result is we have a hard time getting capital hero. Probably the few who control our local money market wish things as they are because they fear competition. If New York City, Chicago, San Francisco, feared competition. those cities would still be villages. If the legislature will take the time to investigate and deliberate upon the necessities to make of Utah a vast empire they will have no. time for new bills.
