Show THE CITIZEN JOT TELLS SHOOT. Dear Senator Smoot: The Lincoln highway is in serious jeopardy due to two causes, either one of which may be fatal. One is the recent sudden reversal of policy by Utah, and the other is an erroneous recommendation by some government engineers. This engineers recommendation is based upon utterly wrong premises, which consequently lead to entirely wrong conclusions, reached as the result of a few months surveying, and which no more apply to the Lincoln highway route strategy problem than they do to a road up the Nile in Africa. I am writing this to ask you to give more than a passing glance at the Brief for the Lincoln Highway which we will submit to the secretary of agriculture soon, a copy of which will also be placed in your hands. It is certain that a careful study of that part of the brief referring to the government engineers report will convince you that it is entirely irrelevant and that it should be of no weight in atfecting the problem confronting the secretary. Adverse Publicity. It is unfortunate that much publicity is given stating that a report by some government engineers is unfavorable to the Lincoln highway. The source is not the government. Such publicity does not state that Utahs plan alternative to building the Lincoln way, results merely in saving Utah road mileage by shifting this mileage and building cost upon Nevada which is less able to 0 a . . pay. It does not state that, using government figures for costs, it is more than a million dollars cheaper to construct a good traversable road to Ely via the Lincoln way than via Wend-ove- r, building government standard road wherever any road building is o needed, in order to provide excellent road conditions all the way adequate for the traffic for very many years. It also does not state that to build and open for travel the Lincoln way to the above standard is only a matter of months, while to build the new roads proposed by Utah so as to be open for travel to Ely, the inevitable strategic diverging point, will be a matter of years. We regret that it takes so many pages of our brief to expose the basic errors and fallacies of the engineers report. o Utahs Co-operati- on. The Lincoln highway and other roads, by the estimates of the areas tributary, carry a hundred million dollars of tourist money into the west now! It is no wonder there is strong competitive effort to share in this harvest. This pictures the importance of the problem. It is worthy of anyones best attention. ' The present Utah administration has recently taken action seeking to cut off the Lincoln way in effect at Salt Lake City. This is directly contrary to the broad and wise policy of by the two preceding Utah administrations during the prior eight years which worked strongly and in a big way with Nevada and the Lincoln Highway association In the interest of the entire west. The obvious effect of Utahs present action is to garner for Utah a greater profit by coercing travel into unnatural channels and to put the bulk of the road building costs upon co-operat- ion Nevada. This was not the spirit of Utah during the previous eight years. Utah Objects. The Lincoln way is materially the shortest route leading into northern California all statements to the contrary notwithstanding. It provides the shortest route into southern California, by way of Ely the natural junction point, which is the most direct and only human? route (for summer travel to southern California. Utahs new road scheme means sending south through the entire length of Utah the bulk of the travel which desires to reach California, thus forcing it to traverse about 400 miles of Mojave desert area where the torrid heat of summer is a menace. The intense heat of the Mojave desert reminds me of what Mark Twain is quoted as saying of the cold season in India. He said it was a phrase which had come into use in India through the necessity of having some way to distinguish between weather which will melt a door knob and that which will only make I liken this to the it mushy. and temperatures in the Mojave desert. The Nevada legislature has formally called upon Utah to complete the Lincoln way to the Nevada line to connect there with Nevadas already well advanced work on that route. This Utah refuses to do. Instead Utah proposes a totally new road scheme in new country where no road work, or scarcely any exists for 211 miles, of which mileage 137 miles are in Nevada where practically no inhabitants exist and which it is probably not possible for Nevada to finance for many years. The effect of this scheme if adopted is to actually make Salt Lake City the western terminus of the Lincoln Memorial Highway! Route in Utah. Governor Spry of Utah in 1913 dictated the route in Utah westward from Salt Lake City to go via Tooele and Ibapah. We were not able to make effective in detail the route named by Governor Spry until in Governor in-the-s- un ade Bambergers administration on the 21st of March, 1918, when agreement was reached that if the Lincoln Highway association would pay to Utah $125,000 Utah would build and complete the Lincoln way to the Nevada line. Governor Tasker L. Oddie of Nevada in 1913 approved the Lincoln way route in Nevada. Nevada has ever since diligently pushed the work to connect with the Lincoln way in Utah, aided by upwards of $100,000 of Lincoln Highway association funds. Now comes the sudden repudiation of Utah of all this effort! In Conclusion.
