Show REPORT OF ori AGE commission the commissioners of the brigham Brig harn city drainage district appointed by the board of county commissioners have filed their report on the situation as they found it from an exhaustive investigation and in that report recommendations are made as to the manner of dure A copy of the report was furnished the news by mr B D C call attorney tor for the drainage commissioners a copy or of which is as follows to the honorable conaty commis of box elder county we the undersigned undersigner under signed doard board of supervisors I 1 er ot of the brigham drainage district respectfully report to dour our honorable body as follows that upon a petition duly signed and tiled by a majority of 0 the owners ot of title or evidence of title of land within the brigham drainage district said petitioners petition ers controlling more than two thirds of the land in said district your honorable body duly create said district that a proclamation creating said district signed by the board of county commissioners was duly passed as required by law and published tor for the time required by law in the box elder I 1 news and the salt lake tribune I 1 that the undersigned undersigner under signed are the duly appointed acting and qualified board ot of supervisors duly appointed under said proclamation and in pursuance to capter 95 of the session laws of 1913 and as amended under chater ot of the session laws of 1915 that in pursuance of section 14 of chapter 95 above referred to the un der signed respectfully submit the following report that shortly after the appointment and qualification as such supervisors tor for said brigham drainage district the said supervisors employed the service of a competent engineer and proceeded to examine the lands and water in said district that la district there are num erous springs and streams of water the size ot of which ware were unknown to I 1 said supervisors in order that tile the I 1 amount ot of water flowing from said springs and streams might be ascertained we caused fifteen 15 weirs I 1 to be constructed and maintained during the irrigating season of 1916 that during said season at regular intervals a record was duly made of tile the flow of water in said streams 1 we further beg to report that the exact route and termini of the first proposed line of main drainage as set forth in petition heretofore filed is hardly practicable for the reason that said proposed first line is located too far north in said district and could only be built and maintained at a great cost we propose that the first main line of drainage shall be ar a open diaan deain 4 feet wide at the top 2 feet wide at the bottom and 4 feet deep beginning at the east side and gradually become wider as said drain proceeds west to a width of 6 feet on oil top and 4 feet on the bottom and 3 feet deep that said main drain will begin at or near a point about 40 rods south and 12 rods east of the northwest corner of the southeast quarter of section 12 town ship 9 north range 2 west S L at and run thence north on the cast side of the county road to a point due east of the east end of what is known as wilson lane thence west along or parallel to said lane to the oregon short line right of way thence continuing west to the big slough tho the starting starling point of the second line or main drain shall be of such size as on final survey may be found sufficient tor for the drainage of said district through which it shall course will begin at or near a point 90 rod roda a north and 47 rods east of the southwest corner comer of section 12 township 9 north range 2 west S L al and run thence north along tile the ogden logan idaho railroad rods more or less to the wilson lane in brigham city five acre plat thence west along said lane to the big slough the starting point of the third line or main drain shall bo be of 0 such size as on oa final survey may be found sufficient tor for the drainage of said district through which it shall course will begin about 62 rods west of the northeast corner of section 11 on the cast side bide of the oregon short line railroad and shall run thence north 20 0 rods along said railroad to rae ue wilson lane and there discharge into the first described main drain the starting point of tile the fourth line or main drain shall be ot or such s size ize as may on final survey be found sufficient to drain said district will begin rods west of the southeast corner of section 11 and run thence north rods along Q or near the first lane i west est of the oregon line railroad in brigham city five ace plat to the wilson lane and there discharge into the first main drain that the starting point of the fifth main drain will be at a point about 40 rods east ot of the south weast corner or of section 11 and run thence north rods along the third line west of the oregon n short line railroad to the wilson lane and there discharge into the first main drain that the starting point of the sixth main drain shall be of such size as shall upon final survey be found sufficient to drain said district will begin at or near the southeast corner of section 10 township and range aforesaid fore sald thence running ruining north there discharging into the first main drain from all ot of said main drains laterals literals late rals will be constructed to drain boggy and wet places in said district that are off from the main drain that the probable cost of the work mentioned in this report including all incidental expenses and the proceedings thereafter will bo be about that the probable annual cost of keeping the same in repair after the work is completed will be about that all the lands in said district will be greatly benefited by the construction st of the proposed work ana the aggregate amount of benefit will greatly exceed the costs of constructing such works including all incidental expenses costs of proceedings and all damages that no land outside ot of said district will be damaged by reason of sald said work that the lands to the north and outside of said district in section 1 township and range aforesaid will be benefited by said works WHEREFORE lie he undersigned undersigner under signed goard board of supervisors pray that this report bo be received and adopted to the end that the proposed drainage works may be forthwith proceeded with DAVID P DURT BURT GEO D REEDER H S LARSEN board of supervisors in a supplementary statement the drainage commissioners declare that the amount necessary necessary to prosecute the first years work will be which they propose to raise by taxing the property in the district at the rate of per acre and they are asking the board of county commissioners to assess that additional tax this year this manner ot of procedure Is suggested to obviate tho the necessity of bonding f |
