Bountifuls gas and hydro units cant keep all the lights in town burning, but even a small amount of capacity is invaluable when you need it, said Michaelis. The citys hydro and dual fuel generators boost the power departments capability to operate essential services like life support, traffic signals, emergency response and water systems during power outages. Bountiful hospitals, critical care facilities, city hall, and the fire and police departments can all operate using the citys back up generators. Among the reports Utah findings: 41 percent of 3- - to children were not enrolled in nursery school or kindergarten in 1993, compared to 40 percent nationally. and the 50 states Among Washington, D.C., Utah ranked 24th in preschool enrollment. stu36 percent of fourth-grad- e dents scored below the basic reading level in 1994, compared to a national average of 41 percent. Thirty-on- e percent scored below the basic mathematics level, compared to a national average of 38 percent. At 12 percent, Utah's child poverty rate was the second lowest in the nation in 1994, behind New Hampshire. The percent of children living in poverty in Utah fell by 14 percent during 1985 to 1994. Utah was No. in the nation for having the smallest percent of families with children headed by a single parent. In 1994, Utahs rate was 14 percent. The national average was 26 percent, up from 22 percent in 1985. The high school dropout rate in Utah improved by 30 percent between 1985 and 1994. Promised by y Dont believe good news says Kids Count chair Utah SALT LAKE CITY (AP) ranks seventh in the country for the g of its children, care and research to national according released recently. But the studys Utah coordinator says the state could do more. The 8th annual Kids Count Data Book, compiled by the nonprofit Annie E. Casey Foundation, indicates that Utah children are doing better than other states in several areas. Utah children For instance, scored higher than the national average in reading and math, and were less likely than kids in most other states to drop out of high school. Utah also had the lowest rate of households and the single-paresecond-lowechild poverty rate in the nation. But Terry Haven, project coordinator for Utahs Kids Count project, said the states rankings were better is some areas because those of other states have slipped. "A review and realistic assessment of the trends tell us that Utah and other states are allowing slippage in our childrens health, safety, education and economic security, Haven said. "Dont we expect more for Utahs future? She also noted that in certain categories, Utah children were doing worse than previous years. Utah it Barefoot to Zion auditions scheduled modern society to its knees" boundary enjoy an extra margin of reliability provided by the citys hydroelectric, natural gas and diesel generators. is Electricity indispensable to our daily lives. A power outage brings modem society to its knees, said Bountiful City Light and Power Director Clifford Michaelis. Bountiful is fortunate to have back up capacity in the event of an emergency, which allows us to maintain a higher level of service, he added. We operate a dispatch center allowing us to respond almost immediately, regardless of the time of day. When you call us, you dont get a recording, you get a real person. Michaelis claims the response time of power crews averages only 30 minutes. Our dispatchers are in communication with our crews via two way radios, pagers and cellular phones to insure and maintain quick response times and shorter outages, he said. monitor Power dispatchers Bountifuls distribution and transmission lines, substations and the generating plants around the clock through an automated control system. They have the capability to control the generating units and substations, and could route power to a specific area of the city if necessary. If the outage continued for an extended period, service could be interrupted in one area and another area could be serviced within the Bountiful City area. Michaelis said the issue of reliability may take on greater importance as utility regulation gives way to free market competition, as currently contemplated by proposed laws and regulations. Already some utilities have slashed expenditures for maintenance and capital improvements in an effort to cut prices, resulting in more equipment failures, more outages and poor reliability. Most people realize the value of the city's dual fuel generators to improve system reliability, but few understand their ability to generate economic savings for the city's customers. UAMPS, power Bountifuls wholesale power supplier, pays the city to keep the units on stand-b24 hours a day, which, in turn, allows UAMPS to buy nonfirm energy in the bulk power market at cheap prices to supply the needs of 37 municipal utilities. If supplies are tight or prices climb too high, UAMPS calls Bountiful City Light and Power to run the dual fuel immediately engines to generate power. UAMPS' billing credits are used to offset the citys other power costs and hold down rates for Bountiful Power customers. In 1996, Bountiful generated 917,000 kilowatt hours under this by the new state science curriculum. Has the construction affected life your greatly? How or Why?
