Leavitt said the road project was named the Legacy Project, as a constant reminder that quality of life is our heritage in Utah and it must also be our legacy." The governor said the corridor will be built in pieces much like was built 35 years ago. He said as a result of December's Growth Summit, the Utah Legislature established a 10 year financing plan for highway construction. Over that 10 years, the state will spend $3.5 billion on roads. Even with that amount of money, Leavitt said not all projects will be funded. And Tom Wame. representing UDOT. said each segment of the corridor would have "a different financial recipe." The Wasatch front Regional Council and the engineering firm of Parsons. Brinckerhoff, Quade and Douglas, Inc., have conducted studies on the route's feasability and open houses to gain public input about the road. Their studies show that the Environmental Impact Statement will take two to five years to complete and the design another year. They've often told fanners whose land would be impacted, to plan on 10 to 25 day in September. The month of September is free to all beginners over 8. Hinckley said his family has raised cattle on 800 acres near the airport and the lake since 1926. The recent airport expansion and Wednesday's announcement that the proposed road will encroach on the property has prompted Hinckley to pull up stakes and move to Idaho. "We basically have accepted the fact of growth. In the last five years we've lost 80 percent of our Utah operation," he said. Beattie said with the legacy Proplan, the cost and time of those studies have been accelerated. "Were is putting it on the last track before renovated." he said. Wame admitted there would be a challenge dealing with the wetlands issues, but he believes the routes planners can work through those problems with sensitivity to the land." He said thus far they've had a good working relationship with those concerned with the env ironment. The hastily-calle- d press conference drew' a few nearby residents, most of whom favored the road. Leo Norton, a West Bountiful resident and advocate for the city, said he favored the road.
