Apparently the cougars are everywhere, said Dr. Joe Roundy, 'ooele veterinarian. I tranquilized one in Grantsville Monday. Jim Skins, Tooele County Conservation Officer, said a second cougar had to e killed in Grantsville Wednesday. Both animals were only about a block away from the middle school. ' he cougars are being blamed in the death of at least one sheep in the city. Several cougar sightings have also been reported in Rush Valley, Vernon and at the Tooele Army Depot. Rush Valley rancher Darrell Johnson said he has had recent problems with cougars Willing his sheep. One of our neighbors saw a cougar in our front yard early one morning, said Johnson, then we discovered one of our ewes had been killed and drug out in the willows and bushes about a hundred feet from our back door. Allen Sherman, also a Rush Valley resident, said a cougar attacked tis dog last week. Mike Tamllos, a state trapper who resides in Vernon, said cougars are coming into cities and towns because they are hungry. The deer population is down, said Tamllos. I had a guy tell me the other day that he saw a cougar eating a dead cow. Cougars are not usually scavengers, but they are very hungry this year. I saw it smoking. I couldnt see back there, he said. Johnnys first reaction, according to his mother, was to put it out. He was filling a pitcher of water when he called me, Chris Johnson reported. Roosevelt City fire fighters were on the scene within a few minutes. When they arrived the fire was out. Johnny had filled a pitcher and threw it on the fire. The Richfield Reaper for youth center survives Quest While it looks like Community Pro Youth BRIGHAM CITY Organization (CPYO) will not get its wish to use the upstairs area of the Chamber of Commerce building for a youth center because of fire code restrictions and other problems, the quest for a youth center has not died. Council member Steve Hill asked the Brigham City Council about use of the old Lincoln School, once it is empty, for either a youth center of possibly a community recreation center. Hill said he looked into the school districts plan for the building am found that the district will basically be boarding up the school once the new school opens in the fall. To see what happens to a school that has been boarded up, Hill saic one can look to Salt Lake where boarded up schools have become cen ters for vandalism, places for transients to hang out, and meeting places for gangs. Ann Henderson of CPYO said the city has an excellent array of sporting things for kids to do. But they would like to provide for other non sporting interests such as art. Box Elder Jews Journal of clos ing of the Uintah Learning Center after months of discussion about putting the students of the school for disabled back into regular school The principle of inclusion, a national trend for special education stu dents attending the Learning Center, has become a controversial issue in the district, said Superintendent Grant Drollinger. There are intense feelings on both sides of this issue and it has become necessary to bring discussion to a close and make a decision that will enable the fears some parents have that the Learning Center will be closed, said Drollinger. The decision of the school was that the Learning Center will continue to operate as it has in the past. The possibility of starting a west side program that could include a few students presently attending the Learning Center was discussed and approved. Before any transfer would be made, parents would be requirec to give consent. It is the desire of the Uintah School District to provide services that will help the children and their families, Drollinger said Drollinger said the proposal of putting the students at the Learning Center into the regular school system was not a direct result of an $80,000 deficit in the Special Education budget. The problem in the Special Education budget, said Richard Tolley, Uintah School District business manager, is the state allocates funds for 12 percent of the stu dent body and the Uintah District is serving about 16 percent. Speua education funding has its own category and cannot be used in other areas. The proposal of inclusion was discussed with principals, and parents of the students that would be affected. There were mixed options amon the parents about the proposal, said Drollinger. Another concern is that many teachers hae not been trained to deal with special education stu dents. Nelson Insurance Agency, Inc. continued from front and other states, many of whom are moving to Davis County to escape the gang influence. Problem is, many of the children are already so immersed in the gang element that they seek out that activity here or try and start up up local gangs. When they do, they find a naive and receptive audience from local kids who are intrigued by gangs, said Davis County Sheriff Glenn Clary. Clary has firsthand experience with dangers posed by gangs run amok. As an officer in Orange County, Calif., he saw the population swell by 4,000 people per week and watched helplessly with other outmanned officers as the gang element ran wild. There were some areas.. .where we wouldnt even send a patrol car in without backup, he said. When you lose control like Orange County, its very difficult to get it back. But the one advantage we have is that we can see it coming. In addition, chiefs are also meeting with school administrators monthly to keep tabs on gang problems in schools. The gang members were dealing with on a monthly basis are being dealt with by our schools on a daily basis, Higgins explained. Police chiefs also have plans to expand Neighborhood Watch programs in their cities and are asking business leaders to act as an extra set of eyes and ears for officers by reporting all suspicious activities. Other remedies proposed by chiefs were increased parental control, tougher legislation, and another juvenile detention facility in Davis County to ease the overat which serves Moweda, crowding Morgan, Davis and Weber counties. Commenting on the juvenile justice system, several chiefs spoke out against coddling the serious juvenile offender. Juvenile crime is way up; a 30 percent increase last year in the number of juvenile arrests. The city has taken a zero tolerance stance on gangs and other juvenile problems.
