However, Mrs. Quigley stressed that It is usually better to have legal aid whenever possible. Another law which protects abuse victims deals more specifically with child abuse. It is now a Class B misdemeanor for anyone who suspects abuse or neglect and does not report it to proper authorities. The report can be kept confidential. Anyone failing to report abuse incidents can be fined $299.00 or 6 months in jail. The shelter is being used more often. Women have heard about our services from other women who have been through the shelter, hospital emergency room personnel, and law enforcement officers who have been very supportive in our area. The emergency shelter for battered wives is part of the support system that is now offered to local women. It is a house with a confidential address. It is also a place where women who have been abused can go and take their children. Mrs. Quigley explained the purpose of the shelter by saying, We do not necessarily advocate divorce. The shelter is a safe place where women can be separated from the abuse, threats, and guns and take an objective look at their lives. We do offer a wide range of support services that can help women make choices that are right for them. First, we provide a homelike atmosphere where they know people p care. Group therapy which encourages is available. Job counseling, training and referrals can be arranged. We can offer help in parenting and day care. We can also help a woman obtain legal aid. Although it is difficult to pinpoint specific times of the year when abuse is more prevalent or even particular reasons for abuse, there are several factors which seem to be involved. Alcohol is involved in about 60 of our cases. However, alcohol and abuse is a very complicated issue. Historically, it was considered a simple cause and effect association i.e. drinking between violence and alcohol causes men to abuse their wives. However, research shows that violence may occur when the offender is drinking and when the offender is sober. Some experts believe that individuals may invoke their drunkenness to explain their behavior to others. They use the notion that alcohol causes out of character behavior so they will not be held responsible for their actions. Pregnancy is another time when abuse increases in a marriage situation. Many female victims report that their first beating took place during pregnancy. This may be due to the added pressures on the spouse. Once the children are bom, the abuse is often turned on the children as well. Part of the shelters services are mainon a volunteer basis. Volunteers an- tained swer the phones, help with child care and other necessary duties. Interested community members can contact Mrs. Quigley at 637-685- 0. Some of the equipment for the shelter has been donated. We always need nightclothes and quiet games for children. Other children are brought to the center with only the clothes they are wearing. Several larger items like a washer and dryer would be extremely useful at the shelter. Interested groups who wish to support the program might consider such items as club projects. The most important part of our program is to break the violence cycle. We do also offer educational programs and workshops for interested groups and clubs. Zip.
