Many don't understand good it does on Capitol Hill. It will be interesting to see what the fallout of the Micron deal has on the RDA, Todd said. What's fair in taxes? Residents water bills include a tax to help replace the water system in another part of town than where theyre living. Is it fair to tax them for someone elses water line? It's not fair, but its right, says Todd. Every year lawmakers look at areas of taxation and where they are not getting a direct benefit they whittle away, she said. Their consolidated efforts of whittling away compromise the ability of a city to function, Todd said. With the tremendous growth in the state most of the cities are looking at a tight budget. There is not a good understanding on Capitol Hill of how well we the changing society, she told members at a recent Kaysville Area Chamber of Commerce meeting. The mega centers have created a Todd told the chamber that the biggest impact the RDA has in a city is that of eminent domain.
