However, each case is deserving of individual review to make sure any advantages of moving them to another facility would be not outweighed by the disadvantages of trauma of the move itself and distance such a move could create between them and family members. The lack of availability of alternate facilities must also be considered. What benefit can be derived for the patients by removing them from a medical facility when the only alternative is home care by parents who love the patients but are not persons is the issue at the heart of a disagreement pitting parents of five handicapped patients at the Weber Memorial Care Center against a ruling by officials who decide whether Medicaid funds are being spent properly. On July 17, parents of the five were informed by the Utah Department of Health that, after July 31, Medicaid would no longer pay for their childrens care at the Roy medical facility. Reason for the decision was that the care center is not equipped to provide therapy to help mentally handicapped develop they limited skills they are capable of attaining. Twenty years ago, as an employee of Bouchard Construction, I occasionally worked on South Weber City water projects (using Bouchard Construction equipment and materials) while drawing wages from Bouchard Construction. I remember asking why Rex and his dad donated their resources in this manner. They answered simply that the city then was not equipped or financially able to complete the particular project(s). They expected neither reimbursement nor fanfare for their contributions. There have been countless other examples where Mayor Bouchard has freely provided his expertise in construction and personal resources to further the interests of South Weber City. ll Moreover, he sponsored teams for many years while only asking that the teams be primarily comprised of present or former South Weber residents. In fact in some tournaments the team would be identified as the South Weber team although financed exclusively by the Bousoft-ba- and dollars to his community as a good citizen and dedicated Former Spouses Can Get Funds elected official. There are no retractions or apologies that can completely remove the shadow of doubt cast over a mans character in a situation like this. This will certainly have a degree of negative impact on Mr. Bouchards business and his standing as an elected citizen in our community. Certain unremarried former Accusations Undeserved Having been on the opposite side of the table and not real happy with some of the policies the city has made from time to time, I feel that the accusation against Mayor Bouchard was very unfair to a man who has done a very outstanding job as mayor for the past eight years. He has tried to do the best job he can in a vei7 demanding position with very little reward. I feel he should be commended for a job well done. When we had the problems with flooding a few years ago the mayor was there, as were many other residents of South Weber, to assist his friends in need not only with his time but with his equipment. Yet how quickly this type of service and dedication is forgotten. As a concerned citizen I hope Review Editor As a resident of South Weber for over 15 years, I have watched this small country town grow tremendously over the past few years. As with any small town that grows rapidly it has its problems. One of those problems is for a mayor and city council to make everyone happy with the legal decisions they make. There are always two sides to every issue. I am sure that it is not an easy task to make decisions knowing parties on both sides of the issue. No matter what the decision is, it will make someone unhappy. that the resident of South Weber who made the accusation will stop and consider what our elected officials have to work with. Many of the decisions are made after being advised by legal officials from the County Attorneys office. How many of these fine people that are so concerned about the the citys postal machine have ever taken the time to attend a city council meeting to voice their opinion? I hope that the news media will give Mayor Bouchard as much attention in a followup story as they gave the accusation. Therefore, Mayor Bouchard clearly deserves better than to be accused of an impropriety by someone who doesnt even have the fortitude to attach his or her name to the accusation. If" Mayor Bouchard violated a law when he used $48.75 in city metered postage, it would have been, at worst, a small mistake in judgement most any one of us could make. Certainly not sufficient cause to damage a mans pride and reputation by smearing his name across the front page of a newspaper. It was known from the beginning that Mayor Bouchard had paid for the postage at the time he used it.
