place its Iran initiative at risk The Iran arms sales became known publicly in early November and Attorney General Edwin Meese III asserted the diversion of funds at a Nov 25 news conference A key figure in the Iranian initiative was Iranian arms dealer Ghorbanifar The Manucher committee reported that the CIA analyst whom it did not name first told North and then Casey that one reason for the difficulties Ghorbanifar had with payments might be that arms sale money was being diverted This warning was repeated Oct I Robert Hearings start — 9A of the details of the Iranian purchases for Israel could be called as witnesses Nimrodi is a private businessman and Schwimmer is a US citizen Israeli officials are sensitive to various news reports since the scandal broke last November suggesting that Israel initiated the idea of US arms shipments to moderates in Tehran The written testimony will take the position that while Israel had made a judgment to seek a better relationship with Iran the Reagan administration acted on its own in making seven arms shipments to Tehran last year the sources said Monday At the same time the Israeli government intends to deny any suggestion that Israel sold weapContra ons to the rebels in Nicaragua or that it played any role in the setting up of a surreptitious fund to assist them Some of the profits from the Iranian purchases were put in Swiss bank accounts for the Contras but it is not clear whether any of the money was used for military equipment or other assistance for guerrillas in the field Gates The report said Gates was “surprised and disturbed" when he was told there was “speculation by this CIA officer that there was the possibility of funds from Iranian arms sales having been diverted to other US projects including the Contras" Israel to brief investigators WASHINGTON (AP) — Israel will give its account of the secret Iranian arms deals to congressional investigators in the form of written testimony that will stress Israel’s role as being a helpful middleman for the United States diplomatic sources said Terms of the arrangement for Israel’s cooperation in the probes have been tentatively worked out between Washington and Jerusalem over the last few days Israeli officials are not planning to testify before the various committees examining the circumstances of the weapons deliveries But Yaacov Nimrodi and A1 Schwimmer who handled most M WASHINGTON (AP) — President Reagan described as wanting to “fix what went wrong" pledged Monday to give investiafgators probing the fair excerpts from his private notes “President Reagan will continue to provide all information required by those conducting the inquiries into the Iran matter" White House spokesman Marlin Fitzwater said in a statement “Should it be determined the material is needed the president is willing to make available relevant excerpts from his personal notes" it said But a senior White House official when asked who would decide which of Reagan’s notes would be considered relevant said all of that would have to be worked out The official said the question was not an issue at the moment because no formal request from the congressional investigating committees has been received The term “excerpts" in the statement means any material dealing with the Iran controversy in the notes would be turned over since the notes also dealt with other matters he said The Senate select committee looking into the controversy has not decided whether to ask Reagan to turn over the notes which some panel members say might shed light on his knowledge of the complicated dealings The existence of the material was acknowledged by the White House over the weekend BETTER BELIEVE THIS LOW PRICE ©aKEKr ®pna XE 5100 XL $39995 s-- 21 percent in December the biggest increase in almost four years The increase in the Commerce Department’s Index of Leading Indicators was the fourth in a row and followed a substantial 09 percent November gain Analysts who had been expecting a strong performance out of the index cautioned against reading too much into the December number They said it reflected various temporary factors rush to beat tax law changes such as a rather than reflecting any significant rebound in the economy The December advance was the biggest rise since a 31 percent jump in January 1983 just as the economy was beginning to pull recession 2 out of the The biggest positive influence on the index came from a huge jump in building permits But this change reflected in large part a rush by builders in California to take out permits before higher fees took effect Jan The positive factor was a large rise in business and consumer credit reflecting an spree by consumers anxious to take advantage of sales tax deductions and by corporations buying capital equipment before less favorable tax rules went into effect with the new tax law Analysts said these factors were not signs of future strength but instead showed that economic growth is likely to dip in the early part of 1987 with the disappearance of the tax incentives for purchases "Unfortunately a lot of the increase (in the leading index) is temporary" said David Wyss an economist with Data Resources Inc a Lexington Mass economic firm “Tax reform gave us some artificially strong figures at the end of the year"busiof the In all eight of
