reject the pay raise which the Senate also tied to emergency legislation for the homeless “If we put it to a vote on the House floor I’m sure it’ll fail" said Rep Frank Horton Monday as a House task force heard testimony on the pay raises The raises are to go into effect at midnight if the House does not Proposals From 1A But it would force more of the rural districts to cross county lines and Weber or Ogden" said he realized consolidation would be a hot topic before the House He handed out copies of a second bill as a “backup" position The second bill is decidedly weaker requiring consolidation only in counties where there are fewer than 30000 students That would not affect districts in Weber Utah and Salt Lake counties And the only penalty for districts that did not comply would be a loss of state funds that go toward administration Local superintendents estimated that amount at $60000 per year per district 1 Most of those who fail to submit a new form are likely to find they have been underwithheld during the year and could be subject to a penalty a year from now Others could be overwithheld use of their giving the government interest-fre- e money for part of the year The 1986 law requires the IRS to devise a W-- 4 form that allows taxpayers to bring tax withholding and liability as nearly in balance as possible The form that employers began distributing consolidation By SUSAN Standard IPAKTCHIAN Examiner staff Most Utahns probably don’t realize they have as much power as legislators or school board members to consolidate school districts State law allows three groups to initiate consolidation — the Legislature school board members and the general public Although these provisions apply to consolidation of county school districts within the same county (such as North Summit and South Summit) the law makes no specific mention of consolidating county and city school districts such as Weber and Ogden That’s because up until a few years ago cities of the first and second class were required to have school districts But that provision was eliminated and Jim Wilson with the Office of Legislative Research and General Counsel said he believes the consolidation law can now be applied to city and county school districts “There’s nothing specifically in the (Utah) Constitution (about consolidating city and county school districts) but I think you could argue that as long as you’re talking about districts within the same county (the law) would apply" Wilson said One method is that the state Constitution gives lawmakers the authority to abolish and consolidate school districts The second method puts the matter in the hands of school board members It requires a majority of the members of both boards to approve a resolution to combine the districts and then present it to county commissioners One board would then need four of its five members to approve another resolution that would transfer its property to the
