Show Deer Hunt Set LETTERS Dear Mr. Editor: Concerning post office For October EDITOR TO postal employees there-a- s well as other men from other walks of life. Why were we denied an opportunity to learn how and why we received our respective mys- teries: I sat for the postmasters examination at the Provo, Utah, Post Office with the other 17 candidates for the Payson, Utah, Postmaster position. I was interviewed and examined repeatedly until I was finally eliminated from the competition for the position. The process of elimination was interesting-li- ke playing poker with a marked deck of cards. From the beginning of the written examination, through the interviews and investigations, and at the time that I received notification that I had been eliminated from competition for the postmaster position; I was not allowed to learn what scores I had earned on the written tests. This is unusual; I have received a rating notice after every other Civil Service Examination that I have taken. I was not given a reason for being given an ineligible rating over a year after the written tests were given. I wrote to the examining personnel requesting my test scores and the reason that I had received an ineligible rating. The answers to repeated requests were carbon copies of the original ineligible rating notice. The consumation of this political picnic testifies that the above facts are true. A senior postal employee with the ability to become our postmaster was selected to fill that position. I thought that his being selected was just and equitable a reward for his years of service in the post office and as a postman. However, I did resent being used as a puppet in a show that caused me to reminisce about Nero, Sheba, Soloman, and Buffalo Bill. Why cant these postal employees be trained for and advanced to postmasters positions without these extravagant H. displays of POLITICAL HOG-WAS- Sincerely, Charles M. There will be 4,750 control permits available this year where hunting pressure is needed to balance deer herds with the available forage. Some of these control permits will be on five-da- y notice post season hunts which are designed to control problems in specific areas as deer move into these areas and hunters holding this type of permit will be given at least five days notice prior to the hunt opening. There will not be any hunts opening prior to Oct. 21 for the regular license holders and hunters will have to check the proclamation carefully. Archery hunters will open their season Aug. 26 and will continue for animals of either .sex on a statewide basis until Sept. 10. Archery permits are again considered special permits and archers may not purchase another deer permit in addition to the archery tag. In other action, the Board set the same weapon regulations as last year which means you may hunt with bow and arrow, muzzle loading rifle or any rifle firing a center fire cartridge with an expanding type bullet. Handguns, shotguns, crossbows and rim fire cartridges in rifles remain illegal weapons. The 1967 deer proclamation listing all rules and regulations y. will be available about The lineup for this falls elk hunts looks considerably different than past years with the Board of Big Game Control declaring several elk units open bull hunting areas, which will mean no drawing for permits on these units. The Board authorized a total of 1,025 elk permits on the following units: Cache, Cache-Ric- h, Ogden, Heaston, Salt Lake Browns Park, Nebo, Fish Lake, Mt. Dutton and Lasal Mountains. All elk hunts will open Sept. 30 except for Browns Park which will open Oct. 7 and the Heaston and Fish Lake hunts which will open Nov. 11. One change for permit applications on these units will be that hunters will not include the $15 fee with their application but will submit it only if they are successful in drawing out for a permit. This procedure is expected to save problems and money for the Fish and Game Department since the Department will not have to spend postage money to return all the checks to the unsuccessful applicants. Full details on application dates and hunting dates will be available in proclamation form by July 15. Then the hunter must make a personal application to the Department of Fish and Game and certify through this application that he is eligible to apply for an elk permit on this new type of recreational hunt and understands the expected low hunter success as well as having to wait five years before applying, whether or not he bags an elk. The fee for this open bull hunting permit is the same as other regular elk permits, $15, and the hunter will also have to wait the five years before he can again apply for another elk permit. The minimum $15 fee and the five-ye- ar waiting period are provisions of the law. Dates when applicants can secure these elk permits will be announced in the elk proclamation which will be available by July 15.
