Wait there’s a penalty flag on the play and the officials are conferring Offensive pass interference yards off the play plus loss of down The opposing team takes over and runs the clock out Sound like a familiar play or maybe you have seen one similar to it? Rarely is there an athletic event where half the crowd and one of the teams doesn’t want to kill an official It seems they are always making the wrong call at the wrong time and for the wrong reason Of course after any loss on the road you’ll hear someone say “That’s a hometown ref if I ever saw one” But are they always a hometown ref? According to the Utah High School Activities Association (UHSAA) chances are they aren’t This is the process to become a high school referee During June and July UHSAA send out registration packets to officials from the year before and those who have asked for the packet The packet includes the application rule book and test The application is returned with the application fee This fee ranges anywhere from depending on the sport The application also asks for the names of any school in the state where the officials thinks he can not be impartial The officials then send back in the completed open book test Several weeks later their test score is returned along with information on workshops for their particular sport if they passed the test This is where it gets tricky if the high schools want to have the UHSAA grbiting service assign officials to thier games Then an independent consulting firm assigns the officials If the schools do not use this service then the Region does the selection and assignment process urges the schools to not as- sign their own officials The official from the Region who does the assignments selects officials from the master list of UHSAA who have not been assigned another game According to Jerry Bovee Head of Officials for UHSAA there is an over abundance of officials in some sports such as football and basketball For others like soccer and volleyball they can use every official they can get Bovee says in many cases the officials that are sent to officiate 2A games are the same officials that are used to do 4A and 5A games along the Wasatch Front He said a football crew may consist of people from Provo or Delta or Cedar City or anywhere else in the state They try and use officials who live close to the school to cut down on the expense From an officials point of view this is not the job to earn a lot of money I worked as a soccer official for the UHSAA Two nights a week I would spend three to four hours running up and down a soccer field I would listen to players complain about calls “He’s holding me!” “Oh! Come on! That’s a trip!” and listen to parents and spectators do the same “Where’s the offside?” “Hey! That’s not legal!” All this for a measly $46 for a varsity and a JV game and that included travel expenses My wife asked me “Why do you do it?” My answer because it’s fun and I enjoy it and Bovee will concur with that point “A lot of the officials who want to stay are volved in the sport” said Bovee “These are committed people who are trying to help young people They certainly don’t do it just for they money but rather for the enjoyment” So the next time a penalty flag flies or traveling is called on the star guard or there’s a called third strike with the bases loaded you can let the official know you don’t like the call but chances are he won’t care because he loves just being there Todd's sports column may or may not reflect the opinion of this newspaper 2002 Olympic committee seeks input The committee plans to have a conceptual image of Utah’s Games early next year to present to the ternational Olympic Committee for approval For further information contact Mike Korologos SLOC Toll free call may help your business They are not seeking specific ideas for logo mascot slogan or cer- emonies However they need concep- tual ideas that can help the conunit- tee and their professional advisors formulate a functional design program that eventually will include color schemes icons pictograms and de- - study should discourage Wilderness Where do The Utah Business Resource number for Network has a information to help your business The UBRN is funded by the State Dept of Community and Economic federal and private- Development public resources Businessmen and dless ofthe size ofthejr women company) £an obtain assistance with government contracts (procurement) neecjs assessment skill development business services pann ing women and m inority smal business development and business planning The number is by Mark Walsh Executive VP of Western Counties Resources Policy Institute In recent weeks Interior ‘ary Bruce Babbitt reignited the flames of the wilderness controversy with his announcement that he is orof some Bureau dering a of Land Management (BLM) lands in Utah The will examine 25 million acres of BLM land which lie outside the 32 million acres designated as Wilderness Study Areas (WSA’s) but which wilderness advocates claim qualify as wilderness A quick review of some of the information available since the BLM’s original inventory more than 15 years ago especially work done by Utah State University in the past few years should convince him of the accuracy of the original effort Based on the legal requirements of the Wilderness Act and administrative guidelines BLM a decade and a half ago determined that only this 32 million acres of the 22 million acres of land it manages in Utah even qualified for intensive study and potential recommendation as wilderness After that intensive examina- ‘ion ‘he BLM found that only 19 million acres truly qualified as wi derness and recommended that amount to Congress Environmental activists claim that 57 million acres qualifies The huge difference in the recommendations they charge is due to a poorly done and unprofessional BLM inventory The BLM however has for years maintained that the environmental activists’ efforts are seriously flawed because they virtually ignored the legal and administrative standards imposed by law lost in this conUnfortunately troversy is the fact that an expert unbiased group has already done a quick review of the same acreage A few proposed for years ago Utah State University released a study Wilderness Designation In Utah: Issues and Potential Economic Impacts which examined the resource and other conflicts accompanying wilderness designation Their findings strongly support the validity of the original BLM effort Overall the USU study notes that most of the 25 million acres lies at lower elevations than the existing WSA’s and is closer to towns ranches and other sites of human activity which spill over onto the adjacent BLM lands and disqualify much of it from the strict standards of wilderness More specifically they found that while the BLM inventory appeared to consciously avoid areas with high mineralization or significant mining claims the wilderness advocates proposal appeared to nore guaranteeing future conflicts and management problems In a detailed analysis the USU researchers identified scores of roads within the 25 million acres By law wilderness areas must be roadless so these roads alone would disqualify large areas of the 25 million acres The USU study also identified other examples of basic mapping problems For example they note that the activists’ proposed wilderness apparently includes parts of the towns of Rockville Springville and Boulder as well as the Jones Hole Fish Hatchery! The USU researchers also identified potential conflicts with water development and water rights within the 25 million acres as another significant problem They noted while there clearly would be a number of water conflicts even in the smaller 8276 THE CELLULARONE TECHNOLOGIES VAN IS COMING TO SALINA CBUMkOKE t effort BLM recommendation those conflicts increase significantly in the 25 million acres The findings in the USU study supporting the validity of the original inventory are particularly important because more than just the federal tax dollars are at stake How much wilderness is designated in rural Utah has a direct effect on the economic vitality of these areas Its main findings is that from an economic perspective “the gains from wilderness recreation appear to be inconsequential and would likely be more than offset by a decline in activities incompatible with wilderness” Consequently because their economic future is at stake local and state government and numerous citizen groups have no choice but to spend significant amounts of money to analyze and critique whatever the Secretary’s comes up with Past Interior Secretaries looking at all the facts have resisted the activists’ appeals for to which Secretary Babbitt has succumbed But the high costs involved the relatively poor justification for a and the low probability mm Doors are open A new business has opened its doors (several doors) in Centerfield US Route 89 Self Storage opened early this month The storage units and an RV parking area are enclosed by a chain link fence Connie Moon is the owner manager Snow students are building sheds of finding significant discrepancies are fueling a growing effort to stop it Many local officials think that the is Secretary’s attempt at illegal as well as unnecessary and some are considering suing him to price possible Students involved in the Building Trades Program at Snow College will build a shed to your specifications for free You supply the materials and they will supply the labor at no cost High school students from the North and South Sanpete School Districts participate in this building program They already have one built for inspection before ordering They also have plans available to review stop it All sides particularly the Secretary would benefit from looking carefully at the USU study the only unbiased evaluation of this acreage done to date before obligating millions of scarce tax dollars on it or wasting money on protracted litigation Does your furnace’s do-hick- need adjusting ey before winter hits?
