availability was 9142 percent Availability is determined by the number of hours in a month that the units are available for operation “and these components combined have reduced the cost of energy by more than the estimated cost projected in 1983” Nielsen said the money saved in these areas is an exceptional amount “especially when you take into consideration the size of the Project” “This 1600 megawatt generating was completed ahead of facility schedule and under budget with a surplus of approximately $400 million This good news is a credit to the and teams talented management employees that have worked on the Project over the years” said Nielsen The use of this surplus money is presently being studied by a task force to determine the best plan of action He said “the amount however used will probably even further reduce the cost of power for the consumer" During the past year the Agency has continued its active program of advance refunding marketing five refun- ding issues The result of the refunding efforts has been a reduction in the borrowing cost for the Agency to 860 per31 percent that existed at cent from the end of the initial financing period "The gross debt service
