Delta ushers in the Christmas Season by Dawn Carder The West Millard Recreational District Board is considering a request from Delta City to take over the White Sage Regional Park including the programs and the personnel At this time Max Wood is the recreation director Mond Palmer is in charge of maintenance and grounds and Lily Dawson serves in a part time capacity as secretaryreceptionist The Recreational District was created August 17 1977 by a resolution of the It covers County Commissioners Lynndyl Leamington Hinckley Oak City and Delta plus the unincorporated area on the west side of the county (This geographical area is the same as that of the hospital district) The original purpose of the District was to build a swimming pool and a recreation center Due to limited funds only the pool was funded and built The current nine member Board chaired by Willis Morrison is seriousDelta City’s request ly considering because stated Morrison “we feel it is worthwhile” If no one takes over the park the city will be forced to close it 1988 due to lack of funds January Chairman Morrison discussed issues the Board has considered Finances naturally concern the taxpayers It will cost approximately $1 10000 more for the West Millard Recreational District to take over the White Sage Regional vf Delta V City Christmas Tree 0 Vol 78 No 22 Dec 3 1987 Park Since IPP will be added to the tax rolls there is an increase in valuation Therefore it is possible for the District to take over the park and still maintain a reduced mill levy 1988 will be the first year for IPP to be on the tax rolls The 1987 valuation of the West Recreational District was $197274 582 The estimated valuation for 1988 is $2500546915 In the event the District takes over the the park the tax difference for a person owning a $75000 home will amount to only $585 per year Another consideration is use of the park Even with the heavy decline in population over the last few years the park is still being used a great deal by area residents 1986 was the year with highest participant usage There were 547 people involved in the twelve programs run by the Park Director that year The second highest usage year was 1987 with 1391 people enrolled in ten programs A third consideration involves legality For several years it was stated that the only thing the West Millard Recreational District could do was build and operate a swimming pool This spring the Board sought advice from the County Commissioners who in turn authorized the Millard County Attorney to research the legality of the District expanding its activities to in clude other programs The conclusion rendered by Attorney Warren Peterson is: “The West Millard Recreational District as presently constituted has authority to operate recreation programs and to own facilities in addition to those programs and facilities relating to the West Millard Swimming Pool The only action necessary to undertake or such programs such ownership would be approval of the District Administrative Control Board” Recreational The West Millard District Board is in the process of in holding a series of public hearings an attempt to gain public comments and suggestions regarding the proposed take over of the White Sage Regional Park By December 9 a total of seven hearings will have been for each community involved and two county hearings To date there has been positive response and support of the proposal The Board members feel that the continuuing use of this Regional Park facility offers a real opportunity to continue to provide quality recreational to the people in the opportunities district They would now like to get your ideas and suggestions It is your park and programs and the Board members are ready to pursue this endeavor if you constituents wish them to do so Swimming pool discussed by committee by Sylvia Huntsman The East Millard Swimming Pool Committee met Nov 18 1987 Chairman Nord Brockbank welcomed new from Donna
