Tax Limitation Coalition of Utah Inc an organization established for the sole purpose of letting the citizens of the state have their say on the present condition of taxes has begun collecting signatures on the four initiative petitions according to Greg Beeslcy Salt Lake City businessman and member of the three member corporation board Beeslcy said that in addition to getting enough signatures on the petitions they were anxious to effect a permanent level in organization at the every voting district in the state Beesley said Richfield City Council Member Paul Turner has been appointed as Southern Utah coordinator for the petition drive and to coorelate other activities of the Tax Limitation Coalition Turner headed the Utah Taxpayers Association Property Tax Limitation campaign in the same area a year ago Information handouts concerning the four initiatives and copies of the petition forms are now available Turner said He indicated that they were looking for chair person and workers in each of the counties involved The Southern Utah area includes the counties of: Beaver Garfield Iron Juab Kane Millard Piute Sanpete Sevier Washington and Wayne The four tax reform initiatives are: (1) The Utah Family Choice in Education Act It will provide parents a limited tax credit against state income tax for each child attending a private Action school (2) The Political Disclosure Act This requires Political Action Committee (PACS) (organizations set up by special interest groups to promote their self interests) to register with the Lieutenant Governor’s office Brand Inspectors (3) The Peoples Tax and Spending This limits Limitation Amendments residential property taxes to V of percent of the fair market value and taxes on all other property to percent of the fair market value (4) The Peoples Tax Reduction Act This act will repeal the four major tax increases passed in the 1987 general session of the legislature and will affect the following taxes income tax sales tax gasoline tax cigarette tax In addition to repealing the tax increases in the above areas it will also lower the percentages in the current income tax tables to prevent the million tax state from taking the “windfall” (money that should be returned to the taxpayers) resulting from the changes in the federal income tax laws The opposition is well organized and well financed Turner said He noted that Utah and Nebraska had the highest gasoline tax of any in the nation and at the same time were encouraging more tourist travel An administration that calls for an increase in taxes at a time when projected revenues are down because of an eroding tax base just doesn’t understand economics Turner said He said we are sympathetic toward those government subdivisions who are short of funds With federal revenue sharing eliminated cities counties and agencies of state government are hurting he said but so is the taxpayer This is the time to reduce and eliminate programs or the economy will never get rolling again Turner urged those who want to work on reducing taxes by getting volved in the petition signature campaign to contact him in Richfield this General Session pm IPA bond rating goes up The securities rating agency Stan& Poor’s announced on September 9 that it has raised the ratings on Intermountain Power Agency’s (IPA) municipal bonds IPA has been responsible for financing the $55 billion Intermountain Power Project located near Delta Utah Citing “continued strong financial the successful operation performance of the Project and improved operaStandard & tions of the participants” Poor’s raised the majority of IPA’s power supply revenue bonds and special obligation bonds from A to AA The adjustable rate revenue bonds were raised from A’A-- l to AAA-Standard & Poor’s also raised the rating of the bonds issued by Southern California Public Power Authority to finance the $1 billion Southern Transmission System that extends 500 miles from the Project to the southern California participants’ systems dard “We’re very pleased with Standard Poor’s decision” said IPA Board Chairman Reece D Nielsen “We feel that it reflects the pattern of success that this Project has created” The 1600 megawatt generating station is a joint action effort with 36 participants in Utah and California Construction began in 1981 and
