Show by Dawn Carder This is the first article in a series to be published in the Chronicle Progress The intent of the articles is to apprise county citizens of the problem locally and to let them know what is being done to combat and correct it Child abuse has received nationwide notoriety as it has become a major Most communities tend to believe that it “happens somewhere else Not here" The sad fact is that it happens everywhere even in Millard County Fortunately many “ostriches” are beginning to pull their heads out of the sand they are beginning to face facts they are beginning to assist the professionals Most important they are offering support and help to victims Abuse is abuse is abuse but it is categorized and each category has both similar and unique characteristics Main headings include sexual abuse abandonment or neglect physical abuse and emotional abuse Physical abuse is the easiest to identify for victims have bruises black eyes wounds etc The others are more difficult to identify especially since victims frequently are reluctant to report Millard County professionals report that abuse cases have increased especially sexual abuse However they believe the increased numbers may be in part due to public awareness and to come forward and willingness report Juvenile Probation Officer Pete Jacobson stated that abuse cases creased during the impact to the town The cases however were not confined to new families in the area but were divided about between new and long time residents Pete Jacobson is a trained and concerned professional Prior to working for the court he was with the Department of Family Services for eight years According to Pete approximately 60 percent of reported cases are unsubstantiated largely because parents do not understand the laws or angry spouses (husbands particularly) make accusations Forty percent of the cases are substantiated sexual abuse is on the rise and 7 to 10 percent of abuse cases get to court Sexual abuse is found in all socioeconomic levels with being statistically the number one offenders Physical and emotional abuse appears to be more prevalent in lower economic homes especially where a parent is are unemployed money problems prevalent andor other family difficulties are present Stressed parents tend to abuse According to Pete Jacobson lack of education regarding parenting is a major contributor to abusive behavior He strongly believes that there should be a blanket educational program encompassing parental skills and values as well coping skills for victims “Kids need to be taught what to do” he said Society teaches that “power is a concept that is difficult to right” overcome Children are under the control of adults and says Jacobson “the rights of the child are far far underplayed” Child abuse is a Class A misdemeanor punishable up to one year It becomes r a felony if physical damage is instance if loss of limb occurs Jacobson believes the law should be stricter There is some confusion about laws pertaining to child abuse reporting Any person aware of or suspecting child abuse is obligated by law to report Failure to do so is a Second in the state of Class misdemeanor Utah Such reports must be made by all citizens including clergymen The latter can invoke confidentiality only when a perpetrator confesses in a confidential setting Considering the complexity of child abuse cases and resulting problems Pete Jacobson feels that law makers are doing a fairly good job staying on top of the issues Police Blotter The following items have been selected from the Millard take precautions now to ensure their children will be AIDS born free from congenital especially if they are considered high risk according to the Southern Utah Division of The March of Dimes While babies contracting AIDS is very rare (only percent of all AIDS cases) 70 percent of infected children were born to mothers who either had AIDS or belonged to one of the groups which includes prostitutes drug users and Haitian immigrants Such statistics clearly show the need for greater public education about the prevention of congenital virus acquired by the child from an fected parent Congenital AIDS can be prevented only if women at special risk are tested for it prior to pregnancy and if found to be infected avoid childbearing If found to be uninfected mothers must avoid all possible sources of the infection including the use of needles with the blood of contaminated fected persons or possibly the sharing of other instruments that could be contaminated with blood such as razors In addition sexual and toothbrushes contact with persons who have not been recently tested and found free of the infection should be avoided Although Rh vaccines are blood products they appear to be wholly safe not only because there have been no cases of AIDS or the AIDS virus traced to the vaccines but also the group from which the vaccines come are necessarily quite untypical of AIDS
