Sgt. Berry declined to reveal the connections between the arrested man and Mr. Kerby. Salt Lake County Sheriffs officers began holding surveillance on the arrested mans residence Sunday at 6 p.m., the sergeant said. The body was found buried beneath 3 feet of rocks near the Weber River on a farm owned by the Church of Jesus Christ of Latter-da- y Saints, detectives said. A caretaker at the Monument LDS Stake Farm, located eight miles east of Oakley, said he found the body when a pig escaped from a barn and began digging in the rockpile. The rockpile, similar to several piles of rocks from an embankment on the Weber River, was several hundred yards from the farmhouse. Special to The Tribune COALVILLE Lawmen Monday identified a body found near Oakley, Summit County, as Phillip Kerby, 22, West Valley City, who has been missing since Sept. 9. A man was arrested in Salt Lake County in connection with the death. Dental charts helped identify the decomposed body. Preliminary reports from the Medical Examiners Office indicate Mr. Kerby was shot with a large caliber gun. The 321 million total is 32 million above this years budget and will be funded mostly through increased revenue from sales and property taxes, said the mayor I would like to emphasize that once again weve held the line on taxes, he said Monday. "This increase in the budget is being funded entirely through business expansion in the community. The City Council will pass a tentative city budget Tuesday night as required by law. The council then has until June 14 to pass the final budget and has tentatively set June 4 as the date for final adoption. A public hearing to discuss the budget will be held before then, said the mayor.
