OTTAWA (AP) Canada, the United States and all nations of Europe except Albania are represented at the meeting. It was called to review progress in human rights since the 1975 Conference on Security and Cooperation in Europe at Helsinki, Finland. Were hammering at the theme that human rights is an element in the business of strengthening cooperation, said Harry Jay, Canadian ambassador to the meeting, which is expected to last about six weeks. The focus of attenion on human rights will be very greatly reinforced. The Ottawa meeting stems from a previous assembly of the same 35 countries in Madrid, which ended contentiously in 1983 soon after a Soviet warplane shot down a South Korean passenger jet, killing all 269 people aboard. Conference Directed That conference directed that experts from the participating nations gather to review "respect, in their states, for human rights and fundamental freedoms. Richard Schifter, U.S. ambassador to the meeting, said he would cite Soviet violations of the Helsinki acbut cords, not with particular concern for the repression of members of groups established to monitor compliance with the Helsinki provisions. Schifter said at least 38 Helsinki Watch activists have been jailed or banished in the Soviet Union All of us who signed the accord share a responsibility for these people, he said They were, in a way, lured." Because any decision at the meeting must be taken by consensus of all 35 countries, there is little prospect for quick or dramatic action The delegations began meeting last month on ground rules as time limits and whether sessions would be open to the press and public case-by-cas- topic-by-topi- c, I, Key Roles Once the conference begins, neutral nations such as Sw lterland, Sweden and Austria are expected to play key roles in bridging the guns that develop between the Soviet bloc and the West The Swedish ambassador, llmar Bekens, said his country would prefer to see "some steps even if they should be modest, in the direction of practical achievements, rather than in prieiple or "any new commitments declarations " The Soviet representative, Vsevo- lod Sofinsky, said before leav ing Mos- cow last month that each country should talk only about its own affa rs at the Ottawa meetirg, not discuss the human rights situation in other nations. Every country could describe its positive or negative experience in implementing human rights, the Soviet government press ageru y No vosti quoted Sofinsky as saying Rut discussion of human rights m other countries would not contribute to the success of the conference and would " only lead to confrontation Western delegates said the Soviet representative took the same position in the preparatory sessions, but had no chance of prevailing In the end, the Soviets are expected to criticie the United States for its race relaand housing tions, unemployment to guarantee problems, and failure womens rights in the constitution ' We certainly understand that if a we talk about them, they have right to talk about us, Schifter said.
