The opinion noted that some have argued the county could not do that, for it would run afoul of the constitutional ban on the state's imposing taxes for any local purpose. A voluntary contribution, however, would be constitutional, the opinion said. "The County is legally free to contribute voluntarily to the state for maintenance of the Zoo. and until Reynolds. Assistant Attorney General R. Douglas Credille wrote that that is one of the possible ways in which the state might take over the zoo. as seemingly directed by a 1983 bill of the Legislature. Mr. Credille noted that the legislation is permissive in intent; the state may, or may not. take over the zoo pursuant to a study now underway by the new Board of State Zoos. (The zoo board voted last week to recommend a takeover, but details of that recommendation, such as a funding proposal, must yet be worked out.) State law says any water shall be closed to speedboating, sailing and waterskiing on the two opening days of its fishing season. This applies only to waters opening to fishing for the general season June 2 to November 30. Boaters may use any waters during the June 2 and 3 weekend which are already sult the 1984-8Fishing Proclamation for specific details. Otter Creek Lake. Deer Creek Lake, and Minersville Lake were opened to fishing early this year and will not have restrictions on boating activities on the fishing opener.
