Foreign diplomats say they have no evidence of coercion to raise Basij forces, although there is often pressure on families from Moslem clergymen. The diplomats, from Western European, Arab and Asian nations, are unanimous in believing that Iran has the upper hand in the war. More Territory The expected offensive will have the immediate aim of gaining more Iraqi territory and the ultimate goal of forcing the overthrow of Iraqi President Saddam Hussein, they say. Iran wants to hold more Iraqi territory as a bargaining chip in any future negotiations, but it shows no sign of softening demands that Hussein be ousted as a condition for ending the war, the diplomats say. Some Iranian leaders have been saying recently it is not just Hussein, but the whole Iraqi Baathist Party leadershipi which must go before Iran will agree to peace, they add.
