Show yry n Soviets Say West Raising War Tensions STOCKHOLM, Sweden (CPI) -The first session of the European Disarmament Conference ended inconclusively Friday with the Soviet I'nion again accusing the United State: and its NATO allies of increasing tension in Europe. The Soviets, getting the last word at the final full meeting of the conference's first session, said U.S. medium-rang- e missile deployment in Western Europe starting in November "increased tensions and seriously undermined confidence" among Europeans. Rejects Statements Soviet chief delegate Oleg Grine-vesk- y repeated earlier East Bloc-g calls for treaties barring use of force and first use of nuclear weapons statements rejected by the West as falling outside the conference's mandate.
