Show 6A The Sail Lake Tribune Saturday, Howard KurU Washington Post Writer By - Twenty-nin- 1J 22, Aides Sue lo Keep Secret Files From Being Released Ex-Nix- on WASHINGTON October e former officials of Hie hard M Nixons administration Thursday filed suit to block the National Archives from releasing 1 5 million pages of the most sensitive political dot from the Nixon White House ed to draft regulations that it said provided too many exemptions allowing GSA to withhold some Nixon materials But Gary Brooks, a GSA attorney, said the agency has reviewed the law and "we felt the reg- ulations were constitutional " In a separate action, Congress voted in 1978 to require all future piesidents, beginning with the current administration, to give the archives all documents related to their official duties, while allowing them to designate certain papers that can be kept secret for up to 12 years Nixon spokesman Ziegler said the suit could set a precedent for future administrations because the disclo sures would be "an intrusion on the executive branch. It would provide a chilling effect on anyone who works in the White House We'll have a government where everyone is writing for the record. "If we knew that anything we wrote was going to be made public in 12 years, subconsciously you would write it for public consumption " Already Been Exposed Ziegler said he was not worried about his own files, and expected no bombshells. "If Watergate hasn't been exposed with the congressional committees, the tapes, the lmpeach- - ment proceedings, the reporting, then nothing has been," he sdid. Dean III, Cherles Colson, Dwight Chapin, Egil Krogh, Hugh Sloan Jr., Gordon Strachan, J Fred Buzhardt and Alexander Butterfield. The plaintiffs include former Nixon press secretary Ronald L. Ziegler, speechwriter Patrick Bu- chanan, congressional lobbyists William Timmons and Tom Korologos Hy a ij4 budget L. Ash Also joining the suit were several Nixon assistants who later worked for President Reagan, including Reagan's former political adviser, Lyn Nofziger, former national security affairs adviser Richard V, Allen and former secretary of state Alexander Haig Jr The political materials, which the Nixon White House placed in a "special file" of its most sensitive papers, are said to include candid assessments of various members of Congress and other federal officials The file is scheduled to be made public Nov. 10 unless Nixon or his aides file an objection, which then could be overruled by the archives within M in our new store! District Court suit against the General Services Administration, which controls the archives, challenges the constitutionality of the 1974 law that gave the agency custody of Nixons White House papers and tape recordings. The suit notes that Congress three times rejected proposed rules for processing the Nixon material, using the type of legislative veto that recently was struck down by the Supreme Court. The archives, which plans to gradually release 40 million pages of Nixon files in its custody, is required to give priority to documents involving the Watergate scandals and other "abuses of governmental power. The archives also plans by 1985 to disclosq. 6,000 hours of White House tapes, only 12.5 hours of which have been made public so far because they were played at various Watergate trials. Nixons Already Settled R. Stan Mortenson, an attorney for Nixon who prepared the suit, said the former president was not a plaintiff because Nixon and the archives previously reached a compromise over the regulations. Mortenson said Nixon still may ask the GSA not to release certain papers that he deems personal, but that a successful lawsuit would make the question moot. Other officials convicted of Watergate crimes, such as H R. (Bob) Haldeman and John H. Ehrlichman, have not joined the suit, apparently because their files were made public when they were tried.
