'Vital Volunteer Will Be Honored Centerville Residents Oppose Plans For Using Street to Divert Water Special to The Tribune CENTERVILLE The spring flooding is over, but discussions continue over what repairs will be done and who will pay for them. About 30 residents of Centerville packed City Council chambers last week to ask what plans have been made to repair Barnard Avenue (1200 North) which was ruined by the flooding and to protest the councils intention of diverting water from Barnard Creek down the road in times of flooding. Plans recommended by the citys engineer and approved by both the federal and state governments, call for Barnard Avenue to be paved with concrete and to be given an inverted crown, which produces a rise in the middle of the street causing water to flow to the sides. If the cement road plans are used, the federal and state government will pick up the entire tab for the paving. Mayor Neil Blackburn told residents the flow of nuisance water from lawn watering and car washing would still be handled by the gutters. However, residents displeased with the concrete and the inverted crown complained the plans would cause a devaluation of their property, because no one would want to buy a house on a street used to di- Thomas Feil, told the council, he would prefer the water remain in the creekbed, claiming it would be a bigger expenditure to the city if it was diverted into the street. However, the mayor said the creekbed Is physically limited, for expansion because It has not been in its natural channel for years. Other residents expressed concern for the safety of the neighborhoods children, saying there are 73 youngsters on the street under 12 years of age. They feel there is a chance a child could drown whilfe the street is being used to divert water. Still others told the council that during the winter, snow runoff would turn to ice creating a hazard on a road you already have to make a running start to get up the street, one citizen said. Residents pointed out salt cannot be placed on cement, expressing concern for the expense of using calcium chloride Instead of sodium chloride on the cement Those expressing opinions told the city they would prefer routing the water underground through culverts. But council members feared the culverts would become plugged and said if the flooding occurred at night no one would be available to take the covers off the culverts.
