But the Medicare trust fund, which like the retirement fund is also financed through payroll taxes, is in serious trouble and could run out of money between 1988 and 1996, depending on the course of the econ- 8-- omy. In their annual report, the trust- ees attributed the dramatic improvement in the retirement trust fund to the Social Security reform legislation that Congress approved earlier this year. Reagan Signed in April The legislation, which President Reagan signed in April, calls for dehigher payroll taxes, a adlay in this years justment, taxing half the benefits of wealthy retirees beginning in 1984 and an increased retirement age beginning in 2000. Without those changes, Social Security would have been unable to pay benefits to the 36 million recipients beyond this month. Rubin Associated Press Writer A 19th century WASHINGTON law that bans the mailing of unsolicited advertisements for condoms and other contraceptive devices is unconstitutional because it muzzles free expression, the Supreme Court ruled Friday. The court voted 0 to strike down the law defended by the Reagan administration, and said drug companies may promote use of contraceptive products by mailing brochures to homes throughout the country. Family planning organizations had urged the court to permit the mailings, contending more was at stake than the right of drug companies to increase their profits. Support Air Bags In other action: The court said the Reagan administration acted unlawfully in canceling a requirement that all new automobiles sold in this country be equipped with air bags or automatic seat belts. The ruling means federal regulators must now either explain their decision to a lower court's satisfaction, which could prove a difficult task, or set a deadline for new cars to be equipped with the passive restraint safety devices. The court ruled against the Pai-ut- e Indians and in favor of the state of Nevada and farmers and there in a major dispute over rights to water from the Truck-e- e River. (UPI) the late anti-ta- x militant Gordon Kahl and another man were sentenced to life in prison Friday for the murders of two federal marshals. Yorie Kahl, 23, and Scott Paul, 29, were convicted of two counts each of second-degre- e murder in the Feb. 13 deaths of U.S. Marshals Robert Cheshire and Kenneth Muir. The marshals were gunned down as they tried to arrest Yories father, fugitive tax protester Gordon Kahl, for parole violations.
