Prosecutors sought to try George Gwaltney, 41, the first CHP officer to be charged with murder while on duty, for a third time. He was accused of shooting Robin Bishop, 23, an aspiring actress, in January 1982 after pulling her car over on a remote stretch of desert freeway north of Barstow and allegedly having sex with her in his car.
