(AP) Plagued by deficits and pressed by unions for $3 5 million in overdue raises, trustees of Californias eighth-largeschool district have voted to file for Read It, Weep MILTON, Fla (AP) Friday was graduation day for the first crop of Florida high school seniors forced to take a literacy test, and many were being denied diplomas because they bankruptcy. Steve Hanlon, a Tampa lawyer who challenged the Florida test, said students who get completion certificates will be less likely to find jobs or get in the military. ; Those who couldn't pass the exam can participate in graduation exer-- . rises and they will not be publicly identified as failures. ; Other Florida high schools will oonduct graduation ceremonies through June 10. ; First to Be Sued ; Nearly 40 states have some form of high school competency testing, but Florida was the first to be sued for trying to withhold diplomas from students who flunked a literacy exam. On May 4, U.S. District Judge George Carr upheld Floridas testing program and a federal appeals Court in Atlanta later refused to block Florida from withholding diplomas. The controversial test was introduced in the fall of 1977 as part of Floridas sweeping reforms designed to upgrade public schools. pro-testin- and students into confusion about the future of the district's 42 schools in this city 50 miles south of San Francisco. The problem in the district was born with the passage of the taxslashing Proposition 13 in 1978, which limited property tax revenues available to schools, and exacerbated by strained labor relations that provoked a strike in 1980. Last year, a guaranteed funding package from the state failed to provide the money the district was relying on to pay raises.
