Show 4 I The Salt Lake Tribune, Friday, June 1 17. 1977 Blackout Rule Problems Not Serious WASHINGTON (AP)-- The Federal Communi- cations Commission reports that the television antihlackout law has had an adverse effect on season ticket sales and live gate attendance at National Football League games but the cost does not now present a serious problem. In its fourth annual report to Congress on the effect of the sports antiblackout law, the FCC said the legislation, enacted in 1973, had adversely influenced season ticket sales, as the NFL argued it would in opposing the measure four years ago. Sold Out Between 1970 and 1972, the FCC said, approximately CO per cent of all regular season home games were sold out. As a consequence, only i2 per cent of all regular season home games were sold out during the latter three-yea- r period. Since "the antiblackout law was not enacted until September, 1973, the impact of local telecasts on season tickets was not felt until the 1974 season. Given that season ticket sales increased by 21 per cent between 1970 and 1973, before declining by 12 per cent since 1974, it appears that the law has adversely affected NFL game receipts.
