'4'4Ns10444Akc:o!4-wrairsf:)c-i---- e -- '''t7':!s"'7-'wk6134acatiu- ' - - - ''' "' ": r''' ::''' 7" :':Z''"" "e'-'- '7 '' : 4" 4 s I " 1 ) I Business Portrait I I 4 i I 11 SBA Director Brings Broad Perspective i To Job Requiring Sensitivity to Issues 1 public know that those programs are available to them" Mr Nakano said the perception of the SBA has undergone a renaissance of sorts since the black days of the early Reagan administration when its image was tarnished by the director of the Office of Management and Budget David Stockman who suggested the organization be abolished He noted that the SBA's loan loss rates nationally in recent years has been right around the 37 percent mark which he said goes against the view of some that the SBA serves as the lender of last resort "In terms of the business community I think that the perception has improved immensely I think that we are now perceived first and foremost as a supporter and certainly as advocates of small business" Mr Nakano said He pointed out that last year in the Salt Lake district that the SBA's loan volume increased some 65 percent climbing to $40 million from the previous year's $24 million The SBA Mr Nakano explained guarantees up to 90 percent of loans made by SBA approved banks to small businessmen The banks in turn can turn around and sell that guaranteed portion of the loans in the secondary market And those sales in turn provide participating financial institutions with additional funds that can then be loaned to businesses that meet SBA loan qualifications "With SBA loans we can provide much better terms than what banks would be able to offer alone" he When Stan Nakano was named director of the Salt Lake City District Office of the Small Business Administration in July he brought to his new position an unusually broad perspective of the organization In fact as Mr Nakano pointed out he has been on all sides of the SBA fence He has dealt with the SBA at the side of the hopeful entrepreneurs anxious to secure financing for a new business as an SBA loan specialist in a local bank and as an SBA loan portfolio manager in the Salt Lake District Office "It has been a real benefit to me to have seen the SBA from all those different perspectives" Mr Nakano said "It has made me a lot more sensitive to the issues and problems that both the public and the SBA have to deal with on a regular basis" When Mr Nakano speaks about the various programs the SBA has to offer it his enthusiasm is apparent And he just wishes more people were aware of the benefits that they can get by taking avanage of the ad- ministration 's programs Among SBA programs are the Service Corps of RetiredActive Executives which counsels and helps small business owners the Women in Business Program designed to foster women owned businesses the Rural Economic Development Program the Minority Small Business Program to name just a few Mr Nakano said "We have a great number of programs all designed to either foster or encourage new and existing businesses" Mr Nakano said "But one of our problems is just letting the -
