Its a three-inc- h long member of the perch g waters of the family found in the Little Tennessee River. If the fishs habitat is significantly changed in any way, environmentalists claim, the last 15,000 Snail Darters in the world die. Do anything to the snail population and the Snail Darter dies. Alter the water temperature or change the course of the river and the species is extinct. The little perch is oblivious to all these dangers. It spends all of its time darting for snails, just to stay alive. So, when it was discovered that the $120 million Tellico Dam could harm the fishs habitat, the Snail Darter lobby went to work. Tbe American Rivers Conservation Council, the Sierra Club and other environmental groups took the fishs case before the Supreme Court and won. The founders were a group of independent Utah businessmen who felt that the interests of small business were underrepresented, especially in view of the efforts of unions, environmentalists, big government, educators, and others to influence public opinion and affect legislation. Today, 1,900 member firms representing some 5,500 employees and employers make up the Council. Recently, the Council made its voice heard at the State Capitol concerning two bills of interest to small business: One on tax limitation and the other concerning a change in requirements for title insurance companies. Through the Councils efforts, several provisions in the title insurance bill which would have hurt smaller title insurance firms were changed or deleted.
