The Utah Safety Council offers these tips to increase teens driving safety: Support Utahs Graduated Drivers License law. Limit the number of passengers in your teens vehicle. Require seat belt use. Dog year old boy approached a chained dog that had recently given birth to puppies. Dog jumped up and bit victim on the face, then knocking him down, and the dog proceeded to bite him on hisback and arms. Medical treatment needed and dog quarantined for 14 days. Driving on a suspended license speedingno insurance. David Will Marth, 22, Kanab. Traffic stop revealed drivers license to be suspended. Arrested and booked into jail. May 22 Unattended death. Investigation revealed death was by suicide. DUI. Citizen complaint of a man slumped over the steering wheel. Officer responded and woke suspect. Minor consumption of alcohol, Daniel Thomas Hall, 20, Kanab. No valid licensespeed. Male juvenile, 16, Kanab. Two vehicles stopped for speeding. Alcohol detected and one driver arrested for DUI and the others issued citations and released. Driving without insurance. Jeremy Neal Hansen, 21, Kanab. Suspect was involved in an accident in June of 2000 and did not have insurance, but agreed to pay victim for damages which allegedly was never paid. Subject arrested and booked into jail. This requires that all individuals have a written burning permit for any open burning within the unincorporated areas ofKane County. Excluding campfires. For Individuals wanting to bum areas of 5 acres or more, there are other restrictions that will apply, a written bum plan must be submitted to the Utah State Forestry, Fire and State Lands Fire management office. Notification and approval must also be made and received from the Utah Smoke Management Coordinator. This will usually take 3 weeks to get the approval after the bum plan is submitted. A physical on site inspection must be preformed in conjunction with the bum plan process, prior to being approved. Another new regulation is that any burning within 15 miles in any direction of a National Park be coordinated through the 2-- Smoke Management Coordinator. This needs additional time to coordinate and prepare the maps and paperwork. Prior to any burning permit being issued the air quality For that day and area must be checked. This must be done every day the permit is in effect. If the clearing index will not allow burning, no burning will be permitted that day. Any other weather events may cancel a burning permit. Another provision for a burning permit is that the local dispatch centers are notified of the day time and location ofthe burning, failure to do so may result in the permit being canceled and a citation issued, and the individual billedfor any emergency responders time and associated costs. Ifyouplanonanyburningplease plan well in advance, and to allow time for the process to work. The bum permit does not relieve individuals from any liability should the fie escape con.- - &- - trol or damage property. By signing the written permit the individual assumes responsibility for the burning and any cost that may occur. This is also true if the individual does not have a burning permit, the individual responsible for the starting of the fire is liable for all costs incurred, both for damages and suppression. This includes the areas within municipal limits also. There are numerous other re- quirementsthatmaybe required prior to burning.
