The Management Plan reflects minor changes made as a result of the resolution of protests and the Governors consistency review. The plan, which has been signed by Secretary of the Interior Bruce Babbitt, primarily outlines strategies to safeguard the undeveloped character ofthe Monument, and establishes the Monument as an outdoor lab.
