All were in favor. ITEM 3 - Public Comment: Joy Jordan corrected a statement she made two meetings ago regarding the stipulation that all surrounding neighbors approve the implementation of a group home before it was allowed to enter a residential neighborhood. In truth, the neighbors do not have the final say in such a situation; rather, a group home is to have the same applicable regulations as any other residential home. v had to It was questioned whether Don Allen was granted a Conditional Use Permit allowing two trailers to piggy back both utilities and septic system. Steve Rozelle suggested that any future complaints or concerns should be made formally with the Town Clerk by way of a written, signed letter. From that point, it would then be determined to which department or committee the complaint shall be forwarded. Tom Corrigan suggested that future Planning And Zoning agendas include a members comment section. ITEM 3A - Procedural Policy: The Planning and Zoning Committee proposed a new format for lodging complaints. A written and signed letter would first be submitted to the Town Clerk, who would then pass it along to the Planning and Zoning President and then to the Mayor, if necessary. A determination would then be made as to which department or committee the home-busine- monthly agenda, therefore eliminating the need to initially take a complaint directly to Planning and Zoning. If the complainant is not satisfied with the resolution, he or she can then attend a Town Council meeting to further address the problem. ITEM 4 - Old Business: Septic System At New Firehouse Coconino County instructed the Town of Fredonia that they needed to install a drainage field immediately, since the sewer was not going to be completed until next year. Designs have been approved and plans are currently being reviewed to complete the project. The drainage field will head to the south and then turn to the west. Mark Whipps was concerned as to whether the installation will be able to hold the 26,000-ltrucks that drive over that particular area. Additionally, the town is trying to acquire adjacent property for the fire department. H.A.M. sign - The washing machine that has been placed atop a power pole to the north of H.A.M. Appliance has been granted a sign permit by Mr. Rozelle, the building inspector. There ensued a debate as to whether a washing machine actually constitutes a sign or a structure. Mr. Rozelle said that the definition of a sign is and his interpretation was that it is a sign. Bright Angel Laundry - Joy Jordan reported that the septic system is in place, with all permits granted. Additionally, it was determined that both Sheila McArthur and Don Allen have the access to drive in and out from both the west and north on the right of way that intersects their properties. No vehicles may be parked in those driveways. Bill Goodall Update - Tom Corrigan, speaking on behalf of ss . -- s: Mohr-Corriga- n. Maxine Mackleprang Karen Greene - The Town investigated whether all three trailers were hooked up to one utility meter. It was determined that two trailers had their own meter, while the third was occasionally piggy backed. Two of the trailers are permanent and over the required 10 feet apart; the third trailer, which is temporary, was not measured for required distance.
