V ' s ' ' ' ' Federal District Court Judge Dee Benson issued a preliminary injunction order preventing Interior Secretary Bruce Babbitt and the BLM from continuing their ongoing review of the wilderness characteristics of public lands in Utah. The preliminary injunction was issued in connection with a lawsuit brought by the State of Utah, the Utah School and Institutional Trust Lands Administration, and the Utah Association of Counties. This lawsuit challenges Secretary Babbitts decision to Utahs public lands to determine if more lands might be suitable for wilderness study than the 1.9 million acres previously recommended for wilderness by the BLM in 1991. Judge Bensons written injunction order confirms an oral rulingthat he made on Friday, November 15. We believe that Secretary Babbitts attempt to find more Utah lands that can be designated as wilderness is illegal. The BLM previously studied Utah wilderness for 15 years, ending with its 1.9 million-acr- e recommendation in 199 1.
