The money was offered to the counties for assistance in helping to Grand Staircase plan the new, recently-create- d Escalante Monument. I had the same reaction initially. I felt that while some of the land designated was deserving of the protected status, the manner in which the National Monument had been created was a personal affront to the people of southern Utah. So, in demonstrating our collectively-outrage- d mindsets, we should refuse the money and make a statement to the Clinton administration! Kane County can make all the profound statements it wants, but the bottom line is that the Monument is here to stay...much of which will be our county's financial responsibility for planning. The money from the Department of Interior will help fund many required studies, and assist Kane County in having a bigger voice in the planning and management of the Monument. While I applaud Garfield Count s bold statement, and admire them for their strength of spirit, I believe that Kane County did the right thing in accepting the money. whelmingly demanded protection for our public lands.
