Moss is running for the post ol state treasurer, while Abrams seeks the congressional seat from the tirst district. Bill Bruhn ot Bountiful spoke in behalf of Wayne Owens, who wishes to run for governor in a contest with Kent Gardner for the Democratic nomination. Gardner and Joe Tcsch, were candidate for attorney-general, .,1 unable to appear at the convention. Moss, son of former Senator Frank Moss of Utah, and Abrams, a Utah State prolessor, spoke glowingly of their pride in being Democrats and the need tor balance in state government. Bruhn, speaking in behalf ol Wuync Owens, received heartlult applause when he invoked memories ol the young Owens and his own career as mayor of Panguitch. All three men were enthusiastically received. Two of the delegates will be committed to Senator Hart, one to Walter Mondale, and two will be uncommitted. In local party business the delegates elected Donald Fyfe as the new Bernice county chairman. . Robinson will remain as Marion Fyfe was elected secretary-treasur- er. Ernest Kirby stressed the need to be thinking about a slate for city offices in the next municipal elections. Delegates warmly endorsed the suggestion. Code Violations, Service Council Among Commission Business The commission reviewed the appropriations warrant edit listing and approved hem by signing their name. Individual department requisitions were reviewed and those that were approved were signed by all three commissioners present. Ken Baker reported to the commission on the increase in building and some building code violations he has had recently. The fine will be dropped if the parent or guardian gives evident of getting a car safety seat when appearing in court. This is not a law with harsh penalties. It is trying simply to educate and encourage a basic safety practice. A survey was run by the Division of Highway Safety where someone looked into cars entering or leaving shopping centers and other public areas. The survey showed that the under 5 age group were in car safety seats 17 percent of the time. Another 7 percent were in seat belts. The survey was compiled in February before the new law was passed by the legislature. Several states were able to more than triple their useage rates with a law combined with education and promotion. Other states have shown very minor increased restraint use when only education was utilized. The Utah survey will be repeated next year. Police have had doubts about enforcing the new law, but m many other states there has been little difficulty. Usually a police officer will write a ticket when there is a flagrant violation such as holding a baby between the driver and the steering wheel, kids climbing all over or when making a stop for another violation and then observing unrestrained children at that time. Those 5 years of age or umre should also improve their safety by buckling up. With both children and adults using the appropriate restraining devices, death and injury to devices, restraining appropriate death and injury to vehicle occupants could be drastically reduced. Legislature held during March, Utah became the 46th state to enact a law requiring parents or legal guardians to place their children in safety restraints. Infants from birth to age 2 must be in an approved car safety seat. Children two and up to five years of age must be in an approved car safety seat or safety belt. What is approved? The State is following federal standards. Anyone purchasing a car safety seat should make sure it is labeled as meeting the federal standards. The new law which goes into effect Julyl, 1984, imposes choices which cannot be made by young children. The proper use of car safety seats and seat belts has been shown to reduce fatilities from motor vehicle crashes by as much as 90 percent. In the past four years, 600 Utah children have been injured and 31 killed. Most of these could have been saved. Utah has the highests birth rate in the nation and large families are common. How can they comply with the new law? If every seating position is occupied then they are exempt from having to place their under 5 year olds in car safety seats or seat belts. The law is not trying to force these families to buy a new car. But this is a compromise on safety and these families should use extreme caution. Unrestrained children should be in the rear seat rather than in front. Extra care should be taken by the driver. The new law does not cover motorcycles, mopeds, or large busse large busses and trucks. Under the direction of Morris Cannegeher, who organized the group 35 years ago along with their accompanist, Margaret Binghan, the group will perform numfous patriotic and folk songs, iruding the rvred Battle Hyrrn of the Republic". This will be a program even children will enjoy. First, the group was founded for men who like to sing and second, the chorus was to be a service organization to perform without charge to any group that requested its services. Their tour to Kanab is fully at their expense. Please make the effort to come and see this fine group perform. The admission is free of charge. |
