Show SOUTHERN UTAH NEWS Thursday, March 18, 1982 - Page Nine Fredonia Candidates Give Views Prior to Election Fredonia voters will go to the polls March 30 to select six finalists in the race for three seats on the city council. Two issues, a tax levy for the Fredonia library and the question of adding a charge to monthly water bills to support the television system will also appear on the ballot. Ten names will appear on the ballot even though Mayor Bob Harris has announced his intention to withdraw from the race. Harris decision came too late to keep his name from being printed on the ballots. Names appearing on the ballot will be Edward W. Sullivan, Mark R. Baron, Lee Dalton, Bob Harris, Dean R Heaton, Michael L. Holmes, G. Boyd Jackson, Tony Judd, Don Mackelprang and Stephan Smith. Issues to be decided read as follows: The Town of Fredonia shall notify the Coconino County Board of Supervisors that it wishes to become a part of the county free library system, with the result that the Town will participate in the benefits of that system and additional library funds, and with the further result that property within the Town shall be subject to taxes levied for county free library purposes (amounting to .0579 per S100 of assessed value in 1981) and: The donation of S3. 50 per month levied by the Town Council for the purpose of a TV Communications Fund to do our share in maintaining the regional translator and pay for future additions and improvements thereto, shall be added to and made a part of the utility bill sent monthly to each household. FREDONIA FORUM The Fredonia Forum, an organization of women devoted to the improvement of Fredonia, has collected statements from candidates for council. The statements and a commentary on the Library tax levy are printed here for the information of voters. FREDONIA LIBRARY TAX LEVY For many years our city library has been supported mainly by the county, state, and federal funds. There has not been a local tax for that purpose. However, with a review of the laws by the county board of supervisors we have found we are not legally an affiliate library. Therefore it is necessary to levy a mill tax inside the city limits for the city library in order to keep the services we are now receiving. If you own county property outside the city limits you have been paying a mill levy for a few years, but inside limits you have not. If the mill levy does not pass the following are some of the services that will be discontinloan and reued: search, library extension service, assistance in cataloging. purchasing, and mending books, personal contact with othe professional library people, and movies for our summer program, and some books we now have circulating from our library. If the mill levy passes we will be able to be an affiliate library of the county and receive the above services from the county and state levels. Inter-librar- y EDWARD W. I have lived in Fredonia since 1959 except for a total of four years in which I have lived in other areas. I am a member of the First Baptist Church of Kanab. I would like to serve the people of Fredonia as a council member. I feel that Fredonia has the potential of a great future. Some of the needs I see for Fredonia are as follows: 1. A strong police force. 2. A good fire department. 3. A sewer system. 4. Development of more water. I am sure that there are many more needs for our town. Whatever our needs or goals, I feel that we need to live within our budget. We needed curbs, gutters and sidewalks, but a four lane superhighway terrible is a waste of money. (Though in fairness. I must add that the present council had nothing to do with that.) As a parent of three (and soon 4) of the 27 children who liv e south of the new sidewalk. Im very concerned for their safety. It bothers me that we were assured that a sidewalk would be constructed as far as Judd Auto even though the road improvement would stop short of us. Now, I believe it must fall upon the city to do something (and at this point, I don't know what it can be) to ensure the safety of pedestrians in the south end of town. Although it is true that ADOT (Ariz. Dept, of Transportation) controls the project and the city has very limited ability for input, it seems to me that a much more aggressive effort should be made to represent the interests of townspeople. ment of the town for its residents. Much has been accomplished, however, we've only scratched the surface. Mv major concern has been our Water System. Efforts and decisions directed by past and present council members, with backing from local citizenry, has resulted in a fairly new water distribution system within the town. The system should prove to be problem free for years to come. The gallon storage tank has resulted in not needing to put a moratorium on water useage throughout the hot summer months. We have not experienced turning our faucets on and finding them dry, as we have in the past, since the new system has been in service. This is only a temporary solution because as the growth of the town increases so does the demand for water. We must then also increase our ability to develop, deliver and store the water to meet these needs. We are at the point, presently, where additional I bought a portion of my water must be made available. father's ranch and worked for High on my list of priorities to numerous other ranchers, too. meet these needs are: I 1 managed and operated the Replace the existing lodge at Jacob Lake while also distribution system from our operating a cat for Jack water source to the storage Mognett and Abe Bonham. I have served on the town council fot eight years and have seen many accomplishments with a lot of spent my entire life in Kanab and on the Arizona Strip. My father had a ranch in House Rock Valley and it was there I spent mv summer vacations. After graduation from high school. I spent a lot of my time between Fredonia and House Rock Valley. I joined the Navy during World War II. then after 18 months the war ended and I came home. I married a local girl (Antoinette White) and purchased a home in Kanab. We have raised five children, three boys and two girls. Our children have attended and graduated from Fredonia High School. Two of our sons own homes and are employed in Fredonia and the other is living at home with us. Both daughters are married, and living away. We lived intermittently in Kanab, Fredonia and House Rock Valley until 1963 when I moved my family to Fredonia permanently. in 1969 we purchased our home at 80 East Jensen Street and have resided there ever since. effort put forth for the betterment of our community. I don't think any one person would want to take credit for the accomplishments. It is the effort of the town as a whole. We have had opposition at times that has hindered our growth - opposition that at times makes a person want to give up, but I feel it has been a great learning experience. I will strive to If keep the good working relationship between the town council and the town employees. The town would gain very little if not for the great employees we have. There are a limited amount of funds available in our community. It makes it easier for the town council when they have understanding people working for the town who realize they must make do with what little we have. I have two priorities that I would like to complete before setting any long term goals. 1.1 would like to hire a town OTHER ISSUES OF CONmarshal and once again fill the CERN The ambulance: As an EMT vacancy in our police departwho was exposed to liability ment. I think Dave Cameron has done an admirable job in very difficult circumstances that were not of The Millennial his making. Law enforcement here by Bruce R. Many of the challenges we face today are simply a result of lack of foresight in years past. The need to sweep the slate clean and start over: The events of the past two years have left the present council with clouds over their heads. We must have a change if we are to get local government back on its feet and resume making progress. I share the ballot with several good people, all of whom I have the privilege of knowing personally. I heartily endorse Boyd Jackson, Mike Holmes, Mark Baron, Ed Sullivan and Dean Heaton as men I respect. All of them are honest men who will work hard in the best interests of the people of this town. What happens next, and the course of Fredonias future is now up to its voters. G. BOYD JACKSON Raised on a farm just outside of Ogden, Utah, has 5 years teaching experience, 13 with LDS Social Services. Three of those 10 years years were spent as Director of the Georgia Agency of LDS Social Services; three years with the Utah State Division of Family Services, and several years of business experience. We have lived in the town of Fredonia for almost ten years Since we are in business here, we feel that we have quite a permanent stake in the future of the town. I dont have a political axe to grind, but I feel that with my past experience, I may have some valuable input in working with others for the community. I want to run with fairness, honesty and want Fredonia to integrity--- ! succeed as a town and be a place where we will all want to continue to live. TONY JUDD I am a lifetime resident of Fredonia.
