Show Davis County Clipper NewsOeat Rec district holds BY ZACHARY TODD Clipper Stuff Writer - BOUNTIFUL The South Davis Recreation District held its first board meeting Wednesday, drawing for initial terms of service, adopting bylaws and completing other essential tasks for the formation of the district. The board is comprised of three members from the county and five members from cities within the district. At the meeting, board members drew lots to determine the length of their initial, Members staggered terms. terms were drawing two-yeCommissioner Dannie citizen representative Darrel Bountiful Twede, Mayor Joe Johnson and West Bountiful Mayor Carl Martin. During the meeting, the district appointed Johnson as board chair, Deamer as vice chair, Rawlings as clerk and ar ar Galen Rasmussen currently Bountiful director of Administrative Services to serve as interim treasurer. Bountiful Secretary Ellen Call was appointed to serve as the district's secretary. The board agreed that any vacancies would be filled by the board member's departing original entity, be it city or county. Also Wednesday, the board moved to approve the district bylaws. It designated Bountiful City I lall as the district office. The board also discussed the control of finances under the bylaws, including direction financial that documents, including checks and other orders for money, be signed by at least two members of the board. Throughout the discussion, officials expressed a desire to tightly manage bond funds through an appointed financial institution and public treasur- ers office. Though a district director was not appointed at the meeting, Hardy acknowledged the need to do so before construction begins. It was pointed out that Bountiful Parks and Recreation Director Neal Jenkins could sene as interim director until a permanent appointment can be made. The district plans to vote on an appointment at a future time. Near the end of the meeting, the board adopted a parameters which resolution, requires the board to publish notification of the issuance of the bonds within district. After the notification.
