Show Davis County Clipper B6 Thursday, September 23, 1999 Study claims Utah public schools are now losing enrollment Utah public schools are losing enrollment to private schools and home schools, according to a study released by the Sutherland Institute. Based on data obtained from the Governors Office of Planning and Budget and the State Office of Education, the study shows that the children percentage of school-ag- e enrolled in the public schools has declined over time. Utahs population has grown by an average of 1.61 percent per year during the 1980s and grew 2.36 percent per year since 1990. By contrast, public school enrollment grew 2.43 percent per year during the 1980s, but for the last five years has grown an average of only 0.35 percent per year. For some reason or another, an increasing number of Utah parents are selecting to educate their children outside of the public school system. Private school enrollment is increasing at about 3 percent a year, slightly faster than the "population. Home schooling in Utah appears to be growing at about 25 percent per year, which is reflective of a national trend, said Dr. David E Salisbury, President of the Sutherland Institute and director of the study. The analysis of enrollment trends is part of a comprehensive study entitled Utah Schools: An Look The study analyzes spending, achievement, and enrollment in public, private, and home schools in Utah. While everyone agrees that education should be one of our highest priorities, we are not even close to a consensus of how to proceed with improving our schools. The objective of this study is to provide a clear picture of the status quo so we can set a course of action that will benefit our still leaves out costs such as those incurred by state and local governments in collecting taxes for school financing as well as Utah's income tax collection costs and costs incurred by higher education for providing remedial courses to college students. Most private schools (73 percent) do not have academic schools. The study suggests that one of the reasons the more than $16 million Centennial Schools program has shown no gain or loss in student performance measures might be due to the emphasis that was placed on change.
