Show 6A Sun Advocate, Price, U tah Wednesday, March 28, 1 984 CEU gives high school mine awards Carbon, Emery drop in numbers The population of Carbon and Emery counties has shown a substantial decline over the last year, according to a study released by the University of Utah last week. The report, published by the . universitys Economic Bureau of Business and Research, showed a population drop of 2.4 percent in Carbon County and a 1.2 percent decline in Emery County from July 1982 to July 1983. The report blames the decline on a slump in the coal mining and energy industries. Seven eastern Utah counties were studied by the Utah Population Estimates Com- mittee. The committee includes representatives from state agencies, colleges and universities and private industry who make annual population studies of the state. Of the seven counties studied, two others besides Carbon and Emery showed declines in population. The number of residents in Grand County declined by 1.9 percent and Daggett County showed a decrease in population of 5.9 percent. Duchesne, Uintah and San Juan counties, the other three The counties in the study, showed an increase in population. The state as a whole showed a 1.7 percent increase in population over the same period of time. More residents moved out of Utah than moved in during fiscal year 1983, said Frank Hachman, associate director of the Bureau of Economic and Business Reasearch. But in Daggett, Carbon, Emery and Grand counties, natural increase from births was not enough to offset losses from people moving away. The result was a net population decline in those counties. Estimates of the July 1983 population for the seven counties combined was 97,050, an increase of 300, or less than 1 percent, compared to the July 1982 regional figure of 96,750. However, the 1983 total was 9.3 percent higher than the 88,750 population in July 1980. College of Eastern Utahs Initial Mine Training Program for high school students held its annual awards presentations March 21 with 29 participants. According to Robert Lister, instructor, each student constructed a model mine. The working areas portrayed consisted of continuous mining and longwall mining. Winners for this year were Andy Barnett, first place; Dennis Gibson, second place; and Kyle McDonald, third place. All participants were awarded individual trophies. Each student was given approximately seven months to design, develop, and construct a mine model which he might develop and work in if he were to own his own mining company. During that seven month period, the students learned Andy Barnett Dennis Gibson the different types of mining methods, all the laws pertaining to underground coal mining, roof and rib control, mine ventilation and mine mapping, Lister said. This program has been under the direction of Lister for eight years. He said it has been a highly successful program in preparing students to become knowledgeable miners for the industry. Students who have completed the program have become mine foremen, fire boss and mining engineers and the Kyle McDonald program has received state-wid- e added. Judges for the event were Bill Cave, chief state mine inspector for Utah; Bob Bishop and Ron Parkin, both with the Department of Utah State Mine Inspectors. Since 1970, when the reported population was 58,050, the area has grown by about 67 percent.
