Show 2A Sun Advocate, Price, Utah Wednesday, September 28, 1983 Coal trip (Continued from Page 1A) dustry is being represented by a number of coal producers and by Desmond Barker of the Utah Coal Operators. Rep. Dmitrich, who has also worked on the councils efforts to secure the foreign coal markets, is assisting the final negotiations while on the trip. The possibility of the new Pacific Rim contracts comes as a breath of fresh air to Carbon and Emery counties, the heart of the depressed Utah coal business. Competition from overseas coal producers like Australia, Poland and South Africa have severly cut American coal exports, and Utah was caught in the crunch. Until the latest Korean con- tracts were announced, only one Carbon County mine had managed to secure a foreign coal contract. U.S. Fuel in Hiawatha landed a long-teragreement with a Japanese m steel firm manufacturing earlier this year, but other mines in the area went wanting. A number of mines in Colorado, also hoping for Pacific Rim contracts that fell through, have closed their gates permanently. According to Carpenter, the Korean trip should keep other mines in the region from following the same fate. There has been some concern over transportaion costs of American coal, but the Task Force has proven that those restrictions are much less than they first appeared, Carpenter said. Competition is stiff, but Utah can meet the challange, and we anticipate the word from the Governor at any time that he has secured the new contracts for the Utah coal industry. Carpenter says Utah coal is particularly attractive to foreign users because it is high BTU coal that can be used in the modern, highly efficient plants in the Pacific Rim countries. Utah is also closer to Western seaports, a factor which can keep transportation costs in line. We cant say for sure that the contracts are in hand, but I can say that if Gov. Matheson low-sulph- wasnt encouraged, he wouldnt have made this trip, Carpenter said. The Utah delegation will return home sometime this weekend, and they should have good news for the Utah coal industry. Bryner said the company will rely on other sources for gradually filling whatever increased demand occurs between now and the completion of the fourth unit in 1991. He said UP&L will use its own geothermal generation, contract purchases from the IPP project and purchases from suppliers to make up the out-of-sta- completion date any longer woud be too risky, he said. Enviornmental laws could change which could escalate the cost of construction. There could also be technological changes which could add to engineering costs. There is already an investment in the Hunter 4 construction, and carrying costs would rise rapidly after 1991. Work on the fourth unit began in early 1982, and included earthmoving and preparation for the foundation of the huge power te generator. Some material and equipment for the project had also been purchased and moved to the site, but actual work on the unit had not began when the delay was first difference. Bryner said the latest delay would be the last for Hunter 4, as costs would make any futher wait unfeasible. Deferring the & 9 Friday & Saturday p.m. only Sun. thru Thurs.
