Most people deal with someone from City Hall who has a rule to enforce and walks a straight line in doing so. "City Hall people have to realize there is space to wander and make adjustments around the rule - just give a little," said Kaumans, on matters such as adherence to the sign ordinance or landscaping ordinances. Kaumans explained her role as ombudsman. If small an businesses feel they are being treated badly by someone in city government they can call her or the department. The problem doesnt have to be related to the government or the city before receiving help. "Small business people stand out there and do their job and think the problems are their own and nobody cares," she said. Small business owners can call the department for advice or funding applications and new business people can obtain a free book Going into Business from the department at City Hall or the business license department. children. For example: if you want to expand a building and the project would cost $100,000 and would triple your business, you go to the bank and get it to agree with your projections. The bank lends you $75,000 and you are unable to borrow the additional $25,000. "You may fail because you dont have the additional $25,000 cash to put your hands on, said Kaumans. At this point you can call the Economic Development Specialist and apply for funds out of the revolving loan fund. The money from the revolving loan fund is federal money so some national objectives must be met. Besides acquiring bank funding, the federal money you want to borrow must create a need for additional jobs in the low to moderate income range or hire people who are existing within this economic range. 'You must show there is little chance of getting the money elsewhere," explained Kaumans. "The funds are not for those who can borrow without any problem. There must be a need. Currently about $80,000 is available for lending. Loan applications are treated on a first come, first served basis. If West Valley City needed to increase the funds it could apply for additional money, but so far thats not a problem.
